IOM Jamaica is dedicated to supporting communities affected by or at risk of displacement due to disasters. Working with partners and key stakeholders, IOM Jamaica is committed to providing humane and orderly assistance before, during, and after disaster events. Beyond immediate support, IOM strengthens community resilience by enhancing the adaptive capacities of national institutions and organizations to effectively prepare for and respond to displacement and climate-related risks.
In the end of 2025, Hurricane Melissa, the first Category 5 storm to directly hit Jamaica, causing catastrophic damage across several parishes such as St. Elizabeth, St. James, Hanover, Trelawny, Westmoreland and part of Manchester, resulting in widespread displacement and severe shelter loss. According to the Office of Disaster Preparedness and Emergency management (ODPEM), as of 6 November 2025, initial damage assessments indicated that over 120,000 buildings in western Jamaica had lost their roofs, directly impacting some 90,000 families. Preliminary Copernicus satellite imagery indicated over 18,000 residential structures affected across 8 communities in St. James and St. Elizabeth alone, leaving more than 76,000 without adequate housing. In other parishes, extensive destruction —including official shelters— forced many displaced families to remain in overcrowded schools, collective shelters or spontaneous sites with limited access to water, electricity, and sanitation.
To respond to the shelter needs, IOM Jamaica ‘s portfolio includes collective center repairs and shelter repairs through implementing partners with provision of light and heavy repair kits, incorporating a build back safer component. This portfolio requires technical support to oversee the overall technical compliance of the program implementation, and the necessary steps to guarantee IOM regulations and donor alignment.
