ABOUT XXX AT WFP

This position is based in Harare and reports to the Programme Policy Officer, NOB.

THE ROLE

Reporting to the Programme Policy Officer (NOB) and under the overall guidance of the Team Lead, P3, the Programme Policy Officer (NOA) will support the implementation and coordination of WFP Zimbabwe's Anticipatory Action portfolio. The incumbent will contribute to strengthening national systems for drought and flood anticipatory action by working with government counterparts, United Nations agencies, humanitarian partners, and development actors. The incumbent will provide technical support to programme planning, risk analysis, trigger development, implementation, monitoring, reporting, and knowledge management. The role will also support national and subnational capacity strengthening and contribute to the integration of anticipatory action approaches into disaster risk management systems and programmes.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Support the implementation and day-to-day coordination of anticipatory action activities in collaboration with government counterparts, field offices, and partner organizations.
  • Contribute to programme planning, implementation, monitoring, and reporting, ensuring that assigned activities are delivered on time, within scope, and in accordance with agreed quality standards.
  • In liaison with relevant teams, contribute to the development and refinement of anticipatory action plans, triggers, thresholds, standard operating procedures, and implementation protocols for drought and flood risks.
  • Contribute to the analysis and interpretation of climate, weather, vulnerability, food security, and market information to inform anticipatory action decisions.
  • Support the preparation and updating of work plans, implementation schedules, risk registers, monitoring frameworks, and operational guidance.
  • Track programme performance against agreed indicators and work plans, identify implementation challenges, and recommend practical corrective actions.
  • Support compliance with applicable regional bureau and headquarters guidance, programme standards, donor requirements, and internal controls.
  • Undertake field missions, as required, to support implementation, monitoring, partner engagement, and documentation of results.
  • Facilitate technical collaboration between Anticipatory Action, Emergency Preparedness and Response, Social Protection, VAM, Nutrition, Resilience, Partnerships, and other relevant functions.
  • Support capacity strengthening activities for government institutions, local authorities, field office staff, cooperating partners, and other stakeholders involved in anticipatory action and disaster risk management.
  • Contribute to the design and delivery of workshops, simulations, trainings, technical consultations, and learning events.
  • Document lessons learned, good practices, operational challenges, and recommendations to improve programme quality and scalability.
  • Prepare clear technical reports, briefing notes, presentations, situation updates, donor reports, and other programme documentation.
  • Support the dissemination of early warning and anticipatory action information through appropriate communication and knowledge-sharing channels.
  • Support regular coordination with the Department of Civil Protection, the Climate Change Management Department, the Meteorological Services Department, the Ministry responsible for agriculture and other relevant ministries and institutions.
  • Maintain effective working relationships with United Nations agencies, non-governmental organizations, Red Cross partners, donors, research institutions, and private-sector stakeholders.
  • Participate in technical working groups, sector meetings, coordination platforms, and partnership forums, representing WFP as delegated.
  • Contribute to inter-agency harmonization of anticipatory action approaches, tools, triggers, plans, and implementation arrangements.
  • Support national advocacy and knowledge-sharing events, including dialogue platforms on anticipatory action.
  • Support monitoring of programme budgets and expenditures against approved work plans and outputs.
  • Provide programme information required for financial forecasts, pipeline reviews, budget revisions, and management updates.
  • Assist in preparing concept notes, funding proposals, donor briefs, and resource mobilization materials related to multi-hazard anticipatory action and disaster risk financing.
  • Contribute to identifying funding opportunities and compiling relevant technical and contextual information for project development.
  • Perform other related duties as required.

QUALIFICATIONS AND EXPERIENCE

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least 1 year experience supporting government, humanitarian, or development programmes.
  • Familiarity with anticipatory action, early warning systems, climate services, disaster risk financing, risk mapping, forecasting, monitoring indicators, or triggers.
  • Experience in emergence/crisis response planning and implementation; data analysis, risk assessment, programme monitoring, reporting, and project coordination.
  • Experience working with government institutions, United Nations agencies, non-governmental organizations, donors, or development partners.
  • Ability to interpret quantitative and qualitative information and translate findings into practical programme recommendations.
  • Experience preparing technical reports, presentations, proposals, briefing materials, and programme documentation.
  • Strong communication, facilitation, stakeholder engagement, teamwork, and organizational skills.
  • Ability to work independently within assigned responsibilities, manage competing priorities, and deliver quality outputs within deadlines.
  • Proficiency in standard office applications and relevant data analysis or information management tools.

Language:

Fluency (level C) in English language and the duty station’s language, if different.
