Organizational Context

In line with the job profile for Programme Associate G6, the position provides specialized technical support and analysis for programme activities, exercising initiative and judgment in addressing technical and operational challenges. The incumbent serves as the technical focal point for ecosystem regeneration and community infrastructure interventions within the Climate Resilience and Livelihoods portfolio, supporting the design, implementation, monitoring and quality assurance of asset creation, landscape restoration and natural resource management activities.

Job Purpose

To provide specialized technical support for ecosystem regeneration, landscape restoration, natural resource management and community infrastructure interventions, ensuring that resilience assets and productive infrastructure are technically sound, environmentally sustainable, climate-resilient and effectively contribute to livelihoods, restoration of ecosystem services, rehabilitation of local hydrological cycles and long-term resilience outcomes.

Key Accountabilities

1. Technical Design and Quality Assurance
   • Design and review community and productive infrastructure interventions, including water harvesting systems, irrigation schemes, soil and water conservation structures, access roads, watershed rehabilitation works, agroforestry systems, community nurseries, reforestation activities and other ecosystem restoration and asset creation interventions.
   • Prepare and review technical drawings for integrated site design, bills of quantities (BoQs), specifications, cost estimates and implementation packages in accordance with WFP standards and established engineering practices.
   • Ensure infrastructure and ecosystem restoration designs incorporate climate resilience, environmental sustainability, operation and maintenance requirements, biodiversity considerations and community needs.
   • Provide technical inputs to the design and implementation of agroecology, regenerative agriculture, permaculture and landscape restoration approaches that strengthen ecosystem functionality, soil health, water retention, biodiversity and sustainable livelihoods.
   • Review technical submissions prepared by cooperating partners and provide recommendations for improvement and compliance with required standards.
   • Contribute to the development and updating of technical guidelines, tools and standard operating procedures related to ecosystem regeneration and infrastructure interventions.
2. Technical Studies and Planning Support
   • Support the design, coordination and review of specialized studies related to water resources, watershed management, infrastructure feasibility, climate resilience, ecosystem restoration and sustainable land management.
   • Participate in site assessments, technical investigations and baseline studies to support programme planning and investment decisions.
   • Support technical assessments of ecosystem degradation, watershed conditions, vegetation cover, soil erosion, groundwater recharge potential and landscape restoration opportunities to inform programme planning and prioritization.
   • Compile and analyse technical data and study findings to support programme design and implementation.
   • Identify technical, environmental and operational risks associated with planned interventions and propose mitigation measures.
   • Provide technical inputs for workplans, project documents, concept notes and programme planning exercises.
3. Partner Support and Implementation Monitoring
   • Provide technical guidance to cooperating partners, government focal points and community participants on infrastructure implementation, ecosystem restoration approaches, specifications, workplans, quality standards and supervision of works.
   • Monitor implementation of infrastructure and ecosystem restoration activities against approved designs, specifications and schedules, highlighting issues and recommending corrective actions.
   • Conduct site visits and technical inspections to assess quality of works and compliance with technical standards.
   • Support Field Offices and cooperating partners in resolving technical implementation challenges.
   • Contribute to technical assessments of partner performance and support follow-up of agreed improvement actions.
   • Support implementation of corrective actions arising from technical inspections, monitoring findings, studies and partner performance reviews.
4. Ecosystem Restoration and Livelihood Integration
   • Support integration of ecosystem restoration, regenerative agriculture and infrastructure interventions within broader resilience, livelihoods and productive inclusion programmes.
   • Promote approaches linking agroforestry, natural resource management, water resource development, climate adaptation and livelihood improvement.
   • Support the rehabilitation of degraded landscapes through reforestation, assisted natural regeneration, watershed restoration, rangeland rehabilitation, soil restoration and other nature-based solutions, where appropriate.
   • Support the restoration of ecosystem services and local hydrological cycles, including soil moisture retention, groundwater recharge, erosion control, improved infiltration and watershed functionality.
   • Promote agroecological and permaculture principles that enhance sustainable production systems, biodiversity, climate resilience and natural resource stewardship.
   • Support the identification of opportunities to enhance productivity, sustainability and resilience through ecosystem regeneration and community asset creation.
   • Encourage community participation, ownership and maintenance of assets and restored ecosystems to promote long-term sustainability.
   • Contribute technical inputs to resilience, livelihoods and value chain activities where ecosystem restoration, regenerative agriculture or infrastructure components are involved.
5. Environmental Safeguards and Risk Management
   • Support the application of environmental and social safeguards throughout project implementation.
   • Monitor adherence to environmental, health and safety standards during implementation of infrastructure works and ecosystem restoration activities.
   • Identify safeguard issues and technical risks and support implementation of corrective measures.
   • Promote the integration of gender, protection and inclusion considerations within infrastructure and ecosystem restoration activities.
   • Contribute to monitoring compliance with technical, environmental and programme quality standards.
   • Support documentation and follow-up of technical, environmental and operational risks affecting programme delivery and sustainability.
6. Monitoring, Learning and Reporting
   • Compile, analyse and maintain technical data related to ecosystem regeneration, landscape restoration and infrastructure activities.
   • Support monitoring of infrastructure quality, functionality and sustainability.
   • Support monitoring of ecosystem restoration outcomes, including vegetation recovery, survival rates, soil and water conservation performance, ecosystem functionality, sustainability of restored assets and community management arrangements.
   • Document lessons learned, good practices, technical innovations and implementation experiences.
   • Contribute technical inputs to programme reports, donor reports, monitoring reviews and knowledge products.
   • Support tracking of technical recommendations, monitoring actions and follow-up measures to strengthen programme performance.
7. Coordination and Capacity Strengthening
   • Coordinate with programme, engineering, livelihoods, monitoring and field teams to support effective implementation of resilience activities.
   • Liaise with government technical departments, cooperating partners and local stakeholders on technical matters related to ecosystem regeneration, landscape restoration and infrastructure works.
   • Support capacity strengthening of cooperating partners, field teams and community structures on ecosystem restoration, agroforestry, sustainable land management, infrastructure quality and maintenance planning.
   • Serve as the primary technical focal point for ecosystem regeneration and community asset creation activities within the unit.
   • Provide practical guidance and mentoring to field-based personnel, as required.
   • Perform any other related duties as required.

Competencies and Qualifications

Education

Completion of secondary education.

Post-secondary certificate, diploma or university degree in Natural Resource Management, Forestry, Agriculture, Agricultural Engineering, Environmental Engineering, Water Resources Engineering, Civil Engineering, Rural Development, Environmental Science or a related field.

Additional training in agroforestry, watershed management, ecosystem restoration, regenerative agriculture or climate adaptation is desirable.

Experience

At least Minimum 6 years of experience, composed of a minimum of 4 years in the field of the position and 2 years in any other field but preferably in the field of the position or related.

Experience preparing or reviewing technical drawings, specifications, BoQs and cost estimates.

Experience supporting implementation and monitoring of infrastructure, public works or ecosystem restoration activities.

Experience in one or more of the following areas: agroforestry, watershed rehabilitation, landscape restoration, regenerative agriculture, agroecology, permaculture, reforestation, ecosystem rehabilitation or climate adaptation programmes.

Experience working with NGOs, community-based organizations, government institutions or development programmes.

Experience conducting field inspections, technical assessments and quality assurance activities.

Experience with public works, watershed rehabilitation, natural resource management or community asset creation programmes is desirable.

Skills

Sound technical knowledge of ecosystem regeneration, landscape restoration and community infrastructure approaches.

Knowledge of watershed management, soil and water conservation, water resource development and ecosystem restoration methodologies.

Understanding of agroforestry, agroecology, regenerative agriculture and permaculture principles and their practical application in community resilience programmes.

Knowledge of reforestation, assisted natural regeneration, rangeland rehabilitation and sustainable land management practices.

Ability to interpret engineering drawings, technical specifications and site assessment findings.

Strong analytical and problem-solving skills.

Good report-writing and technical documentation skills.

Ability to provide practical technical guidance to implementing partners and field teams.

Good coordination and stakeholder engagement skills.

Proficiency in Microsoft Office applications.

Knowledge of AutoCAD, GIS, remote sensing or related technical software is desirable.
