BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The position is based in Aden, Yemen and reports directly to the National Officer of CBT Unit under the overall supervision of the Head of CBT/IDM. The incumbent supports the execution and implementation of CBT activities and is expected to demonstrate strong technical skills, initiative, and accountability. The role requires independent judgment to address operational technical challenges, cooperating with stakeholders, and ensure the effective and timely delivery of CBT in a complex humanitarian environment.

ACCOUNTABILITIES/RESPONSIBILITIES:

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Support the end-to-end CBT delivery process, including beneficiary data preparation, transfer value calculation, disbursement scheduling, and reconciliation with Financial Service Providers (FSPs) and cooperating partners.
  • Assist in the preparation, review, and monitoring CBT implementation with FSPs, agents, and retailers involved in CBT delivery.
  • Support on coordinate with the budgeting & programming, Programme, and Finance units to ensure CBT pipelines are aligned with distribution plans and funding availability.
  • Monitor and report on CBT transfer performance indicators (timeliness, accuracy, redemption rates, post-distribution monitoring feedback) and flag discrepancies for corrective action.
  • Support market assessments, retailer/vendor due diligence, and capacity assessments of potential CBT service providers.
  • Maintain accurate and up-to-date records, trackers, and dashboards on CBT transfers, reconciliations, and outstanding issues.
  • Participate in field missions to verify last-mile delivery, distribution site setup, and beneficiary feedback mechanisms related to cash assistance.
  • Monitor complaints and feedback mechanisms related to CBT activities.
  • Assist in training and capacity-building of cooperating partners and field staff on CBT operational procedures and tools.
  • Ensure compliance with CBT Standard Operating Procedures (SOPs) and donor requirements.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Completion University Degree is required with additional 3+ years of related work experience. Education in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international humanitarian/development assistance.

Experience:

Minimum 6 years of experience, composed of a minimum of 4 years in the field of the position (humanitarian, development, social protection, cash assistance, retail operations, programme implementation, monitoring, or beneficiary management) and 2 years in any other field but preferably in the field of the position or related.

Experience in planning, design and implementation of humanitarian and development programmes with relevant work experience at the country or implementation level in developing countries; Knowledge of WFP procedures in setting up standard operating procedures with financial service providers would be desirable.

Knowledge & Skills:

Experience supporting cash-based transfers (CBT), e-voucher programmes, food or non-food assistance, or similar interventions.

Experience working with retailers-agents, cooperating partners, local authorities, or community-based programmes.

Experience in data management, reconciliation, or reporting.

Experience coordinating with multiple stakeholders and providing operational support for programme delivery.

Experience in IDP, emergency, or protracted humanitarian settings is desirable.

Languages:

Fluent (level C) English and Arabic in both verbal and written communication.
