Job Summary (Strategic Project Manager – State of Colorado)

Lead full lifecycle of statewide probation case management system replacement, including requirements, procurement, design, build, data migration, testing, rollout, and legacy system decommissioning.

Develop and manage master schedule, budget, scope, and benefits realization plan to ensure project success.

Translate strategic goals into actionable project objectives and measurable success criteria.

Support vendor selection and procurement processes in compliance with state rules; manage vendors and internal teams for quality, schedule, and cost control.

Ensure legislative and policy compliance by integrating relevant Colorado statutes, directives, and standards into the system.

Coordinate with legal, policy, and research teams to support required reporting, risk assessments, and evidence-based practices.

Engage and align stakeholders across 23 judicial districts, including probation officers, supervisors, judges, court staff, and partner agencies.

Lead human-centered design activities such as user testing, field observation, and feedback collection to improve system usability.

Direct change management, training, communications, and go-live support to facilitate smooth organizational transition.

Ensure system accessibility and equity for justice-involved individuals.

Identify, track, and mitigate project risks and issues; escalate as needed to ensure continuous probation operations.

Report status, risks, and outcomes to executive leadership and governance bodies.

Operate within multi-level governance frameworks, supporting executive decision-making and stakeholder alignment.

Maintain high standards of integrity, confidentiality, and resilience throughout high-visibility, multi-year public sector project.

Requirements:

• Bachelor's degree in a relevant field or equivalent experience.
• 10+ years project management experience (5+ years leading large complex technology projects).
• Experience with enterprise system replacements, data migration, and organizational change management.
• Ability to pass a criminal background check.

Preferred:

• PMP/PgMP or similar certification.
• Agile/Change management certifications.
• Experience with Waterfall and Agile methodologies.
• Experience with case management systems and COTS/SaaS in the public sector.
• Familiarity with Colorado justice agencies and CICJIS data exchanges.
• Experience working with diverse, geographically distributed users.
