Public health training manager

The Central Massachusetts Regional Planning Commission (CMRPC) seeks candidates for the full-time Public Health Training Manager position within the Regional Collaboration and Community Planning Department. The Public Health Training Manager coordinates CMRPC’s Public Health Training Hub, oversees CMRPC Trainers, and provides training related to food safety, housing and the State Sanitary Code, septic systems and Title 5, and other public health inspections. This position works closely with local public health officials across Central Massachusetts and in partnership with the DPH Office of Local and Regional Health (OLRH). Responsibilities

• Oversee Public Health Regional Trainers, including coordinating assignments, supporting performance expectations, providing guidance, and ensuring consistent delivery of training services.
• Provide local public health officials with training to support a standard response to regulatory requirements and strengthen local health authorities’ ability to meet the Performance Standards and workforce standards described in the Blueprint for Public Health Excellence.
• Deliver relevant and timely training programs, services, and resources to meet the diverse and dynamic competency needs of the local public health workforce.
• Build local public health competencies to address disparate health outcomes for marginalized and historically underserved populations, including people of color, individuals with disabilities, LGBTQ+ communities, and immigrant and refugee communities.
• Design and deliver standardized, hands-on, accessible training based on DPH curricula, including plans that define learning objectives, skill development, delivery methods, and assessment.
• Adjust curriculum to meet local conditions and needs.
• Build supportive training and capacity-building relationships with Public Health Excellence (PHE)-funded local public health staff and respond to participant questions and challenges.
• Survey PHE grantees and review grantee information and data to identify local training gaps and needs.
• Attend central training by the DPH Senior Trainers and represent Central Mass needs, including regional-specific challenges for OLRH.
• Work with the Director of Regional Services and other Trainers to coordinate training-site logistics and ensure accessibility and safety.
• In consultation with DPH Senior Trainers, create resources and learning aids.
• Coordinate training dates, sites, and outreach plans with the DPH Senior Operations Coordinator.
• Participate in central meetings or learning collaboratives with other Trainers.
• Provide requested reporting on training and trainees.
• Provide feedback to DPH Senior Trainers on best practices or changes to the training model and curricula.
• Maintain or seek relevant credentials and attend relevant professional development and centralized required training.
• Work with the DPH Senior Operations Coordinator to promote credentialing access for local public health staff.
• Assist with OLRH’s evaluation of the Training Hub model.
• Contribute to agency social media platforms, websites, newsletters, and informational materials.
• Perform other relevant duties as assigned.

Qualifications

• Bachelor’s degree required; master’s degree preferred.
• Candidates must have at least 8 years of experience in local public health, including demonstrated experience and competency enforcing housing codes, community sanitation regulations, Title 5, wastewater regulations, and/or food protection safety.
• Registered Sanitarian/REHS Certification required.
• The following certifications are required before hire or within six months of hire: Public Health Foundations Course, Soil Evaluator, Septic Inspector, Food Manager, Certified Pool Operator, Lead Determinator.

The successful applicant will demonstrate all or most of the following skills: Knowledge of the local public health and environmental health field. Working knowledge of related local, state, and federal laws and regulations. Knowledge of grant policies, procedures, and methods. Familiarity with grant evaluation methods. Experience with workforce development, curriculum development for training, instructional design, learning modules, competency assessment, evaluation, and resource templates. Professional demeanor and a positive “can do” attitude. Strong oral communication skills and experience with group facilitation, presentations, and engaging diverse trainees. Demonstrated ability to educate and train people in small groups and one-on-one. Ability to analyze and solve problems independently in a resourceful and innovative manner. Understanding of and commitment to integrating principles of diversity, cultural competence, cultural humility, and the social determinants of health into work and relationships. Ability to proactively set priorities and multitask without compromising attention to detail. Excellent time management skills. Ability to deal with the public courteously and tactfully. Understanding of multistep processes and how to work within them in a collaborative environment. Ability to work independently, meet deadlines, and ask questions when needed. Ability to conduct public outreach and education and create messages across multiple platforms to engage the community. Strong Microsoft Office skills, particularly Outlook, Excel, and Word.

Supplemental Information

This is a full-time position with an excellent state employee benefits package. The standard work week is five days, 37.5 hours per week. Candidates must have legal authorization to work in the United States and a valid driver’s license and/or the ability to arrange transportation to meetings throughout the region. Candidates must be willing to follow all active and future public safety requirements. While some staff work remotely in part, all staff must be available for in-person meetings within the region as needed and for in-office work as appropriate for their assignments. CMRPC has secured funding for this grant-funded position through fiscal year 2027. The starting salary ranges from $77,550 to $90,000, depending on qualifications and experience. This position is exempt under the federal Fair Labor Standards Act.
