Job Description

Joseph & Associates, LLC is looking for an experienced Project Manager to support its Project Management Office (PMO). The successful candidate will manage projects ranging from moderate to highly complex across the complete project life cycle. This individual will help the PMO optimize resources, improve efficiency, and deliver projects on schedule and within budget. Working under PMO direction, the Project Manager will plan, coordinate, execute, monitor, complete, and close OSDH initiatives while ensuring alignment with the agency’s strategy, mission, commitments, and objectives. The role serves as a central point of coordination for agency resources and project activities, including oversight of vendor relationships and deliverables, resolution of obstacles, and timely escalation of issues.

Candidates may bring experience from non-technology, core technology, or blended project environments. Familiarity with state government, regulatory organizations, or comparable service-oriented settings is preferred.

Requirements

  • Lead medium- through extra-large-complexity projects from initiation through closure, applying appropriate methodologies and tools, maintaining clear plans and communications, and building and directing effective project teams.
  • Produce the full range of standard project-management deliverables, including scope and objectives, change-management plans, risk-mitigation strategies, budgets, stakeholder communications, vendor coordination, SME engagement, implementation activities, and project closure documentation.
  • Prepare and maintain project status reports for stakeholders and provide key performance measures for the PMO dashboard.
  • Apply change-management practices consistent with agency standards and PMO direction.
  • Anticipate, secure when necessary, and manage the resources required to achieve project objectives.
  • Verify that project work and deliverables comply with documented federal, state, and agency requirements.
  • Coordinate and oversee contract activities from initiation through closeout.
  • Oversee vendor relationships and in-scope deliverables, resolve impediments, and escalate concerns when appropriate.
  • Regularly conduct gap and root-cause analyses and recommend corrective actions that support successful project outcomes.
  • Facilitate agency group sessions, particularly when an objective, independent facilitator is required.
  • Work onsite a minimum of three days each week, with additional onsite presence as project needs require.

Relevant Experience

  • A minimum of five years of experience serving as a formal project manager.
  • Proven experience directing medium- to extra-large-complexity projects throughout the entire project life cycle.
  • Preferred experience in state government, regulatory organizations, or a comparable service-focused environment.
  • Practical experience applying Waterfall, Agile, and Hybrid delivery approaches.
  • Working experience with the Project Management Institute’s PMBOK Guide and related standards.
  • Demonstrated success overseeing vendor relationships, contract workflows, and project deliverables.
  • Background managing projects in non-technology, core technology, or combined environments.
  • Experience leading facilitated group sessions, including assignments requiring an impartial third party.

Required Skills

  • Project planning and management
  • Process analysis and continuous improvement
  • Lean Six Sigma principles and practices
  • Strong familiarity with MS Project, or the ability to use it effectively
  • Knowledge of PMI’s PMBOK Guide and Standards
  • Proficiency with Waterfall, Agile, and Hybrid project-management methods
  • Excellent written and verbal communication skills, with the professionalism to collaborate with personnel at every organizational level
  • Strong analytical thinking, problem-solving, and sound decision-making abilities
  • Ability to manage multiple priorities with strong organizational discipline
  • Consistent attention to detail
  • Capability in gap analysis and root-cause analysis
