Payment service center manager

The Payment Service Center Manager is responsible for directing operational and support functions for the Payment Service Center at Washington Trust Bank and its affiliates to achieve the Bank's strategic business objectives of ensuring processing and balancing of money movement occurs in an efficient and effective manner. Directs three support teams of the Payment Service Center operational functions and is responsible for providing the staffing direction and structure to ensure continuity, risk management, accuracy and effectiveness. The manager is responsible for due diligence and compliance with all aspects of check-based payment processing lockbox services and electronic payments including ACH origination and receipt and domestic and international wires. Performs as a key component in managing the payment processing knowledge for the Bank while maintaining depth and focus on the future requirements of the bank.

Essential Functions

• Partners and manages key vendors to Assure that the Bank has operational payment systems and procedures that support current and anticipated needs for delivering service to customers. Consults with the Director of Support Operations to jointly prioritize and develop specific plans and projects in support of the Bank’s daily needs.
• Implements Strategies to create efficiencies and improved effectiveness is areas of responsibility.
• Understands the risks in processes and systems to ensure optimum uptime and to limit client impact while managing financial controls effectively.
• Collaborates with products teams, international teams and Technology teams to evaluate and implement the delivery of innovative and emerging payment technologies and channels.
• Proactively develops, recommends, and leads the implementation of new operational systems and upgrades/ enhancements which support user groups throughout the Bank in achieving their goals for operational efficiency and effectiveness. Ensures sound practices to protect the customer and bank against loss, fraud and operational impacts.
• Ensures appropriate staffing of the operational and support functions to meet the ongoing needs of the Bank in an innovative and proactive manner.
• Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding, motivating and disciplining employees; addressing complaints and resolving problems.
• Directs the use of statistical measures of operational workflow to monitor and control output quality. Perform tests and oversight of key bank functions to limit customer impact and ensure accurate performance of money movement.
• Stays informed on system changes and regulatory changes to direct in the development, implementation and monitoring of operational and compliance policies and procedures to assure compliance with all applicable laws and regulations.
• Provides technical support on operating systems including enhancements, system updates, and conversions.
• Develops and manages annual budgets and staffing plans for ongoing operations.
• Manages security environment of department, including electronic and physical access to information and systems and assures appropriate authorization levels are in place for Payment Service Center staff and systems.
• In conjunction with Director of Support Operations and other managers, establishes procedures to ensure that compliance controls are in place to manage overall risk in area of responsibility.
• Oversees security and Business Continuity Plans for Payment Service Center responsibilities.
• Compliance/Risk Management.
• Serves as compliance lead to ensure ongoing compliance with laws and regulations applicable to department.
• Conduct self-tests as needed to ensure ongoing compliance and reports results to the Business Unit Compliance Officer and Corporate Compliance upon request. Reports to Compliance Committee or Working Groups on the Departments state of compliance.
• In conjunction with the Compliance Department and leadership, ensures compliance with appropriate regulatory and internal policies and procedures, including writing/revising compliance policies and procedures as needed.
• Ensures staff proficiency and knowledge of current Bank and department compliance and risk related policies and procedures.
• Identifies training needs related to compliance and risk while working in conjunction with the Business Unit Compliance Officer to arrange or deliver training. Ensure all department employees complete compliance training as assigned.
• Maintains thorough knowledge of compliance risk as it relates to the Division.
• Perform compliance and risk management duties as required or assigned.
• Integrates effective Internal Controls into all applicable work processes. Maintains a working knowledge of Internal Controls with particular attention to Key Controls. Is responsible for ensuring that updates to Internal Controls documentation are performed timely when there are changes in the risk parameters and/or workflow.
• Oversees the controls related to ACH processes in accordance with NACHA rules and guidelines. Coordinate an annual audit of controls and procedures with an outside consultant.
• Additional duties and responsibilities as directed by the Director of Support Operations including coordination of special projects and representing the Bank to various groups and industry organizations.
• Regular, reliable attendance is required.

Knowledge/Skills/Experience Required

• Bachelor’s degree in finance, Accounting, Business Administration, Treasury Management, Banking, or a related field.
• 7+ years of experience in payment operations, treasury operations, banking services, financial services, or related functions.
• 3+ years of leadership or people management experience in a high production environment. Utilizes delegation to meet objectives and build employee skills. Provides feedback directly on performance expectations.
• Demonstrated experience with check processing, lockbox services, ACH, wire transfers, and electronic payment systems.
• Strong knowledge of payment operations controls, reconciliation processes, and regulatory compliance requirements.
• Knowledge of NACHA operating rules, wire transfer regulations and banking industry best practices.
• Experience managing operational risk, fraud prevention, and security controls.
• Proven ability to lead cross-functional initiatives and process improvement efforts.
• Strong analytical, problem-solving, and decision-making skills.
• Excellent communication and stakeholder management capabilities.

Compensation:

Payment Service Center Manager - $132,647 - $198,971

The compensation range represents the low and high end of the base salary range for this position located in Spokane, WA. Actual compensation will vary and may be above or below the range based on various factors including but not limited to location, experience, and performance. This position is also eligible to participate in an applicable annual bonus and incentive compensation plan.
