SUMMARY OF POSITION

The Manager of Health Information Management manages organization-wide health information management and privacy functions to support the accuracy, integrity, availability, confidentiality, retention, and lawful use and disclosure of client information. The position oversees medical record operations, release of information, privacy compliance, subpoenas, and other legal requests across all Gateways programs, facilities, departments, and services. The Manager serves as the organization's Privacy Officer and consultative resource regarding custody, consent, authorization, access, and disclosure requirements.

ESSENTIAL DUTIES

• Provide organization-wide support and day-to-day management of HIM, medical records, release of information, and privacy operations across all programs, departments, and services.
• Lead, supervise, and develop HIM staff through effective work assignment, scheduling, coaching, performance management, and professional development, while promoting accountability, collaboration, and consistent service delivery.
• Serve as the designated Privacy Officer and oversee the development, implementation, monitoring, and periodic evaluation of the privacy program in alignment with HIPAA, federal and state regulations, accreditation, contractual requirements, and organizational policy.
• Develop, implement, and maintain HIM and privacy policies, procedures, forms, and workflows governing health information creation, content, access, use, disclosure, amendment, retention, storage, retrieval, legal holds, and secure destruction.
• Provide consultation to staff and leadership regarding custody, consent, legal authority, personal representatives, minors, conservatorships, guardianship, authorization, individual privacy rights, and other questions affecting access to or disclosure of client records; elevate complex or disputed matters as appropriate.
• Oversee release of information processes, including authorizations, disclosure review, individual rights requests, subpoenas, court orders, and other legal requests for records, ensuring responses are timely, complete, properly documented, and limited to information legally permitted or required for disclosure.
• Manage privacy complaints and information breaches, including investigation, mitigation, documentation, notification, and reporting as required.
• Provide consultation for business associate agreements, data-use agreements, information-sharing agreements, and other documents affecting protected health information.
• Collaborate with Quality Improvement, Information Technology, Health Information Systems to support appropriate administrative, physical, and technical safeguards, role-based access, audit review, secure transmission, and appropriate handling of electronic protected health information.
• Analyze records for completeness and compliance with organizational, contractual, accreditation, licensing, and regulatory requirements; collaborate with Quality Improvement, Health Information Systems, and billing/revenue cycle staff to address documentation or coding concerns.
• Develop and maintain an organization wide HIM quality assurance and monitoring program; collect, analyze, and present health information, privacy, and medical-record data for leadership, committees, audits, investigations, accreditation activities, quality reviews, regulatory reporting, and process improvement.
• Support internal and external audits, surveys, and regulatory reviews by coordinating requested records, documentation, reports, and follow-up activities within permitted uses and disclosures.
• Promote a culture of confidentiality and minimum-necessary access, provide timely guidance and coaching when privacy or record management concerns are identified, and maintain sound judgment when handling sensitive client, personnel, legal, operational, and organizational information.
• Maintain current knowledge of applicable federal, state, county, contractual, accreditation, and licensing requirements affecting HIM and privacy and communicate relevant changes to affected stakeholders.
• Perform other related duties as assigned.

Qualifications

EDUCATION & CERTIFICATES

Minimum Education Required: Bachelor’s degree in health information management, Healthcare Administration, Health Informatics, a related field, or applicable equivalent experience may be considered acceptable.

Desired Education: Master’s degree in health information management, Healthcare Administration, Health Informatics, or a related field Registered Health Information Technician (RHIT) or Registered Health Information Administrator (RHIA) credential. Certified in Healthcare Privacy Compliance (CHPC), Certified in Healthcare Privacy and Security (CHPS), Certified Professional in Healthcare Quality (CPHQ), or comparable credential.

EXPERIENCE/QUALIFICATIONS

Minimum Experience Requirements: Five (5) years of progressive responsibility in health information management, medical records, release of information, healthcare privacy, or a related healthcare setting, including at least two (2) years of supervisory or lead experience. Demonstrated knowledge of HIPAA privacy requirements, California health information privacy and confidentiality requirements, records retention, consent and authorization, and release of information practices. Experience in behavioral health, mental health, hospital, residential, community-based, or publicly funded healthcare environments. Experience processing subpoenas, court orders, and other legal requests for health information in coordination with legal or compliance resources. Ability to interpret requirements, identify risk, exercise sound judgment, manage competing deadlines, and communicate clear guidance to clinical and non-clinical stakeholders. Strong written, verbal, analytical, organizational, and interpersonal communication skills.

Desired Experience Requirements: Experience with Los Angeles County Department of Mental Health, Los Angeles County Department of Public Health Substance Abuse Prevention and Control Bureau, or Department of State Hospitals.

REQUIREMENTS

Must pass Department of Justice (DOJ), Federal Bureau of Investigations (FBI), and Community Care Licensing (CCL) background clearance. Valid California Driver’s license. TB clearance. Driving record acceptable for coverage by Gateways insurance carrier.
