Position Summary

Works under direct supervision of a supervisor and is responsible for managing providing and directing the success of specific line and staff programs in a 24 hours a day operation overseeing repair and maintenance of building’s structural plumbing electrical mechanical sprinkler and fire alarm systems preventive and routine maintenance of Shelby County Buildings utilizing a Software system.

Pay Grade: 55

Salary Commensurate with Experience and Education

Minimum Qualifications

• Five (5) years of experience in managerial capacity; AND
• Bachelor’s degree from an accredited college or university in business administration; management or related field; OR
• An equivalent combination of related training and/or experience.
• PROOF OF EDUCATION; TRAINING AND/OR EXPERIENCE IS REQUIRED.

Duties and Responsibilities

• Performs management responsibilities in accordance with policies and procedures including interviewing, hiring, training, disciplining, addressing complaints and attendance tracking, resolving problems, and conducting performance reviews.
• Conducts building inspections; ensures that maintenance and repairs for buildings are properly completed and all inspections are current on hot water vessels, chillers, fire alarm systems, etc.
• Assists with preparing contracts and resolutions for project execution.
• Prepares specifications for subcontracting and reviews potential packages of subcontractors to be hired; and coordinates work of vendors by overseeing, organizing, monitoring, soliciting bids, and ensuring work requested is performed properly.
• Produces reports for upper management and outside agencies as needed; and administers Memorandum of Understanding for bargaining unit employees.
• Reviews and approves all invoices and work orders; abides by Purchasing Department policies for procurement of goods and services; ensures materials are routed to proper work areas.
• Receives and addresses customer complaints and needs; develops work plan by obtaining quotes and schedules of work to be done.
• Orders parts and materials in cost efficient manner; maintains files and records for work projects.
• Investigates and properly reports On the Job Injury (OJI) for employees.
• Performs other related duties as required or directed.

KSAs

• Knowledge of modern management techniques and the ability to apply them in directing work of others.
• Working knowledge of Memorandum of Understanding pertaining to bargaining unit employees.
• Working knowledge of Shelby County Government Personnel Policies and Procedures.
• Ability to develop timetables; work force projections and ability to monitor and revise as needed to meet deadlines.
• Ability to prepare budgets; financial reports and cost analyses.
• Ability to communicate effectively with public citizens and other departments in Shelby County and employees.

Special Requirements

• Must have a valid Tennessee driver’s license or secure one by date of employment.
• Must have access to an operable automobile and meet county requirements for automobile insurance upon date of employment.
