Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a MANAGEMENT ANALYST (TITLE 5), Position Description Number T5645000 and is part of the FL 125th FW, National Guard.

Duties

As a Management Analyst, GS-0343-10, you will retrieve and analyze maintenance data, present results to management. Interprets findings from maintenance data and the use of statistical techniques. Identifies trends and significant deviations from plans, schedules, and workload estimates. Analyzes deficiencies in areas such as material consumption and training, workload, scheduling, management, and maintenance resources use. Analyzes impact on the maintenance mission and the results of corrective actions. Prepares written reports of analyses and studies. Capture specific data monthly for inclusion into the Aircraft Predictive Model (APM) requirement. Designs summary reports to meet recurring management needs.

Requirements

Conditions of employment Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Enrollment in Direct Deposit is mandatory. Selectee must be Financial Manager Level 2 qualified within 2 years of employment. Incumbent must possess or be able to acquire the appropriate level security clearance for this position. You must upload your most recent SF 50 (eg. General Adjustment) to be considered CAT5 ONLY.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current on-board (Tenure 1, 2 and 3) US Federal employees interested in helping the Department of the Air Force meet our mission requirements as a Management Analyst. PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. NOTE: Selectee must be Financial Manager Level 2 qualified within 2 years of employment.

SPECIALIZED EXPERIENCE: GS-10

Must have at least one year experience at the GS-09 level in the normal line of progression through federal service or equivalent experience in the private or public sector that provided you with a working knowledge on the state National Guard structures, functions, procedures, and techniques. Experience analyzing and interpreting policies and the procedures of higher headquarters/management as to applicability to current policies; experience in analyzing and managing data integrity on Air force aircraft; experience in analysing and presenting Air Force fighter fleet maintenance data; experience with F-35 desired.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
