Job Description

Job Description Management Analyst 3 - Finance

The Iowa Public Employees’ Retirement System (IPERS) is the fiduciary responsible for administering the IPERS Trust Fund. IPERS members represent most of Iowa’s hard-working public sector employees, including educators, first responders, law enforcement and more. IPERS’ mission is to support its membership – Iowa’s public workforce – with the prudent management of the IPERS Trust Fund.

At the Iowa Public Employees' Retirement System (IPERS), we believe that every employee plays an integral role in our success. We take pride in maintaining our status as one of the nation’s most well-funded public retirement plans.

Who we’re looking for:

We want driven, forward-thinking leaders to make a lasting impact on the financial security of Iowa's public servants. Ideal candidates bring a strong commitment to public sector goals and the ability to navigate complex situations under strict deadlines. Strong organizational skills, independent time management, and excellent interpersonal abilities to resolve conflicts are essential for success.

What you’ll do:

IPERS is modernizing how we support members, employers, and internal operations. In this role, you’ll be a central point of contact for finance and administrative systems, championing process automation, data integrity, and efficient workflows across the agency and with external partners.

Core Responsibilities

  • Systems & Process Automation: Lead the testing, implementation, and automation of divisional workflows, reporting architectures, and interactive dashboards in partnership with external tech vendors and state agencies.
  • Financial Data Management: Upload, reconcile, and validate complex accounting and member benefits data to support comprehensive statutory annual reporting.
  • Procurement & Travel SME: Serve as the agency subject matter expert for end-to-end purchasing, RFQs/RFPs, fixed asset lifecycles (including GovDeals), and Workday travel/expense authorizations in compliance with State of Iowa rules.
  • Operational Support & Governance: Execute critical balance reconciliations, manage agency software subscriptions and user access controls, and maintain rigorous process documentation.

Why you’ll love this role:

  • Drive Operational Evolution: Actively design, test, and implement automated workflows that shape how the division operates.
  • Broad Agency Exposure: Serve as a centralized expert impacting procurement, state audits, travel support, and future technology enablement across all IPERS divisions.
  • High Stewardship Impact: Act as a vital guardian of Trust Fund dollars by ensuring strict compliance with state spending guidelines.

A successful candidate will bring or have the ability and desire to learn:

  • Familiarity with state procurement rules, RFQs, RFPs, and purchase orders.
  • Experience or capacity to handle data validation and system workflows.
  • Strong project management capabilities to balance multiple deliverables simultaneously.

Preferred Qualifications:

Background managing cross-divisional financial processes, vendor-driven dashboard design, end-to-end purchasing cycles, and high-volume data validation for statutory reporting.

Skills that will set you apart:

  • Advanced system testing (UAT), fixed asset tracking, user access control administration, and practical knowledge of public pension systems or government fund accounting.
  • Bonus skills we love: Experience implementing or optimizing high-volume scanning, imaging, or document-management software.
  • Prior experience inputting strategic plans and agency budgets directly into state accounting platforms.
  • Vendor management experience, specifically working alongside technology implementation teams.
  • A history of managing physical and digital asset lifecycles, including utilization of public surplus platforms like GovDeals.
