Summary
The incumbent serves as a Health System Specialist - Health Professions Education (HPE) Analyst. The purpose of this position is to conduct and evaluate a wide range of program management and administrative duties to fulfill requirements related to VHA's academic mission and Office of Academic Affiliations' (OAA) strategic plans.
Duties
The position informs the Designated Education Officer (DEO) and HPE service with authoritative analyses, evaluations, policy guidance and advisement regarding OAA special purpose funding, disbursement agreement (DA) processes and health care operations as they relate to HPE programs. Major duties include:
- Serves as the Disbursement Coordinator (DC) and administers and coordinates HPE disbursement processes, including communicating requirements, establishing processes, and ensuring compliance with VHA Directive 1400.05 and related Standard Operating Procedures (SOPs).
- Performs comprehensive HPE budget and resource analysis, including forecasting HPT FTE requirements, identifying funding needs and excesses, analyzing account balances and obligations, and providing recommendations for efficient utilization and redistribution of OAA resources.
- Conducts process-improvement studies and applies qualitative and quantitative analytical methods to evaluate HPE program efficiency, productivity, utilization, and effectiveness.
- Develops cost-effective solutions and recommends program, procedural, and policy improvements.
- Administers and oversees HPE educational cost contracts and other HPE resource requirements, including review and analysis of invoices and expenditures, coordination with contracting and fiscal officials, and assessment of compliance with applicable VA policies and funding requirements.
- Conducts and coordinates compliance reviews, audits, and internal controls related to Office of Academic Affiliations Requirements, VHA Directive requirements, local facility policy, and HPE program needs.
- Represents the facility and provides data, reports, and supporting documentation for internal and external reviews, consultative visits, audits, and other authorized oversight activities.
- Informs and advises HPE management and the OAA program office in analyzing and evaluating programs and leading complex processes across HPE programs, clinical services, and academic affiliates.
- Extracts, analyzes, synthesizes, and organizes data from multiple sources to support ongoing resource monitoring, OAA reporting, special projects, performance evaluation, and management decision-making.
- Maintains awareness of new and revised policies related to budget, personnel, procurement, and HPE operations and provides analysis, training, technical guidance, and recommendations to enhance program effectiveness and compliance.
- Develops, maintains, organizes, and utilizes HPE data, reporting tools, and information systems, including SharePoint, LEAF, Power BI, and other platforms, to support program operations and decision-making in accordance with applicable records management requirements.
- Supports continuity of HPE operations and provides cross-functional program support, including HPE onboarding and offboarding activities, as needed.
- Performs other related duties and responsibilities as assigned.
Promotion Potential
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule
Monday-Friday, 7:30 a.m. to 4:00 p.m. or 8:00 a.m. to 4:30 p.m. (work hours may be further discussed during the interview)
Telework
This position may be authorized for ad hoc telework. Ad Hoc telework occurs on an occasional, non-routine basis- for example, inclement weather or telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity and better prepare the agency to operate during emergencies.

Time-In-Grade Requirement
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
