Dining Facility Operations Manager – Government Contract

Schedule: Monday – Friday | 7:00 AM – 4:00 PM
Salary: $65,000 / yr.

We are seeking an experienced and motivated Tinker Food Service Contract Manager to oversee all aspects of the Tinker Air Force Base food services contract. This leadership role is responsible for ensuring contract compliance, maintaining high-quality food service operations, managing budgets, and serving as the primary liaison with government representatives. The ideal candidate will have a strong food service management background, experience leading teams, and a commitment to operational excellence while supporting DRTC's mission of creating employment opportunities for individuals with disabilities.

Key Responsibilities:

• Contract Oversight & Leadership
  • Manage all aspects of the Tinker Food Service Contract, including Flight Kitchen and Vanwey Dining Hall operations.
  • Serve as the primary liaison with the Government Contracting Officer Representative (COR).
  • Ensure compliance with Performance Work Statement (PWS) requirements, AbilityOne, SourceAmerica, DOD, OSHA, USDOL, and Service Contract Act regulations.
  • Maintain and improve operational systems, policies, and procedures.
  • Keep leadership informed of contract performance, operational risks, and improvement opportunities.
  • Provide leadership and direction to the Assistant Contract Manager, Operations Supervisor, Contract Secretary, and food service staff.
• Food Service Operations
  • Collaborate on menu planning, commissary coordination, staffing, and training initiatives.
  • Ensure food safety, sanitation, storage, and service standards are maintained at all times.
  • Oversee equipment replacement planning and operational improvements.
  • Review customer feedback and implement solutions to improve customer satisfaction.
  • Maintain current knowledge of culinary trends, food service technology, and industry best practices.
• Compliance & Administration
  • Maintain required SourceAmerica, AbilityOne, and contract compliance documentation.
  • Participate in Federal Contracts Administration Committee meetings and other agency meetings as required.
  • Maintain confidentiality in accordance with HIPAA and agency policies.
  • Support contract audits, inspections, and performance reviews.
• Fiscal Accountability
  • Develop and manage the annual contract budget.
  • Approve and monitor contract purchases and expenditures.
  • Ensure operations remain within approved budget guidelines.
  • Prepare budget analyses and projections for potential contract opportunities.

Qualifications

• Minimum 5 years of food service management experience required (TFM experience preferred).
• Associate degree in Culinary Arts, Hospitality Management, Business Management, or related field preferred.
• Knowledge of Quality Assurance programs, training methods, and commercial food service equipment required.
• Strong leadership, communication, organizational, and problem-solving skills.
• Intermediate Microsoft Office proficiency and comfort with technology required.
• Must be 18 years of age or older.
• Must be able to pass all required Federal, State, and Agency background checks.
• Must be eligible to obtain and maintain access to Tinker Air Force Base.
• Valid Real ID-compliant Driver License required.
• Must maintain required vehicle liability insurance and pass bi-annual MVR checks.
• Experience working with individuals with disabilities preferred.
• Excellent attendance and professional conduct required.

Physical Requirements

• Must be able to perform essential job functions with or without reasonable accommodation.
• Must be able to occasionally lift up to 50 pounds and move materials up to 25 pounds horizontally up to 100 feet.
• Must be able to work in office, food service, industrial, and kitchen environments.
• May be exposed to extreme temperatures in industrial work areas.
• Must be able to stand and walk for extended periods as needed.
