Enterprise Manager - Parks, Recreation, and Cultural Services

In this position, you will lead the City of Colorado Springs Parks, Recreation and Cultural Services business enterprises including primary responsibility of Pikes Peak – America’s Mountain and supporting leadership of the golf and cemetery operations. The Enterprise Manager directs enterprise organization-wide strategic planning, resource allocation, and large-scale operations to align business goals with enterprise mission, vision, values and tourism. The Enterprise Manager provides direct oversight of the administration and operation of Pikes Peak - America's Mountain (PPAM) and its associated facilities, recreation areas, and events. Natural resource stewardship and guest experience management of the enterprises is paramount to the long-term sustainability of the resources. Responsibilities

• Manage maintenance, natural resource stewardship, and recreation operations for the Pikes Peak Highway Recreation Corridor, Summit Visitor Center, and Glen Cove Visitor Center in partnership with the US Forest Service.
• Oversee maintenance, stewardship, and recreation operations for the North and South Slope Recreation Areas, including the Crystal Reservoir Visitor Center, in partnership with Colorado Springs Utilities.
• Support overall management, strategic direction, and leadership of City golf course operations to ensure safe, efficient, customer-focused, and financially responsible service delivery.
• Support overall management, strategic direction, and leadership of cemetery operations to ensure compassionate, safe, and financially responsible service delivery.
• Coordinate access and seasonal maintenance for the US Army High Altitude Research Lab with the US Army Research Institute of Environmental Medicine, located at the summit of Pikes Peak - America's Mountain.
• Manage the Aramark Destinations concessionaire contract covering food, beverage, merchandise, custodial, and medical response services for PPAM (Pikes Peak - America's Mountain) visitor centers.
• Coordinate recreational fishing, wildlife education, and limited hunting opportunities with Colorado Parks and Wildlife, and manage PPAM logistics for large-scale special events with partner organizations.
• Develop, administer, and oversee contracts, solicitations, permits, and compliance documents for construction, maintenance, concessionaires, special events, and design projects.
• Provide leadership for budgeting, risk management, environmental and watershed compliance, strategic marketing alignment, enterprise partnerships, and supervisory development for PRCS enterprise operations.
• Lead long-range master planning, capital improvement projects, business development initiatives, and coordination with councils, advisory boards, stakeholders, and the public to ensure inclusive service delivery.
• Perform other duties as assigned.

Qualifications

Minimum Qualifications:

• A Bachelor's degree from an accredited college or university with major coursework in business administration, public administration, natural resources management, project management, parks and recreation management, engineering, or a related field.
• Five (5) years of full-time professional business, parks and recreation, public administration management, or related experience.
• Two (2) years of administrator and/or supervisory experience.

Preferred Qualifications:

• Two (2) or more years of environmental and natural resource land management experience.
• Possess or obtain within three months of hire a CPR (cardiopulmonary resuscitation) and First Aid certification (CPRP).
• Certified Park and Recreation Professional or (CPRE) Park and Recreation Executive.
• Experience managing tourist attractions.
• Experience managing government business enterprises.
• Public relations experience.
• Strong financial acumen.
• Strategic negotiation experience.
• Familiarity with enterprise project tools.
• Strong leadership experience.

Physical Demands: This position requires the ability to lift up to 20 pounds occasionally and walking or standing to a significant degree. The ability to work at high altitude (14,115 feet) is also required.

Environmental Conditions: Primary Work Environment: Office with travel from site to site and possible exposure to extreme weather conditions.
