Disaster recovery case manager

The Disaster Recovery Case Manager provides case management services to individuals and families recovering from disasters who are seeking assistance through the Affordable Housing Program (AHP). The position assists eligible households in navigating the recovery process by conducting assessments, verifying eligibility, coordinating services, and connecting clients with community resources that support housing stability and self-sufficiency.

This is a temporary grant-funded position funded through the Centers for Disaster Philanthropy and is expected to end on or before August 2027.

Essential Duties and Responsibilities

• Conduct outreach to identify disaster-affected households that may qualify for housing recovery assistance.
• Complete comprehensive assessments to determine disaster-related unmet needs and eligibility for the Affordable Housing Program (AHP).
• Assist clients in gathering and submitting required documentation for housing repair assistance.
• Coordinate with Recovering Oklahomans After Disaster (ROAD), contractors, inspectors, and partner agencies throughout the housing recovery process.
• Advocate for clients by identifying and addressing barriers that delay recovery.
• Connect clients with community resources for financial assistance, food, employment, behavioral health, legal services, and other supportive programs that complement housing recovery.
• Maintain accurate client files, case notes, and documentation in accordance with grant requirements and agency policies.
• Develop individualized recovery plans focused on restoring safe, sanitary, secure, and sustainable housing, as needed.
• Monitor client progress, conduct follow-up, as needed.
• Provide services in a culturally responsive, trauma-informed, and client-centered manner.
• Protect client confidentiality and comply with all agency policies and grant requirements.
• Perform other duties as assigned.

Supervisory Responsibilities

None.

Requirements

Minimum Qualifications:

• Associate’s degree required; Bachelor’s degree in Social Work, Human Services, Psychology, Sociology, or a related field preferred.
• Two years of experience in case management, housing programs, disaster recovery, social services, or a related field.
• Experience working with vulnerable populations.
• Valid driver’s license, reliable transportation, and acceptable driving record.

Knowledge, Skills, and Abilities:

• Knowledge of strengths-based and client-centered case management principles.
• Understanding housing stability, disaster recovery, and community resource systems.
• Excellent interviewing, assessment, and documentation skills.
• Strong organizational and time management skills with the ability to manage multiple cases simultaneously.
• Ability to communicate effectively with clients, contractors, partner agencies, and community stakeholders.
• Proficiency in Microsoft Office and electronic case management systems.
• Ability to interpret eligibility requirements and maintain detailed documentation.
• Strong problem-solving, advocacy, and relationship-building skills.
• Ability to work independently while collaborating effectively with community partners.
• Bilingual (English/Spanish or other languages common to the service area) preferred.

Physical Requirements

Combination of office, community, and home visit settings. Frequent sitting, standing, walking, and computer use. Occasional lifting of up to 20 pounds. Regular travel throughout the assigned service area.

Working Conditions

Office environment with frequent travel to client homes and partner agencies. May require occasional evening or weekend hours to meet client or community needs. Work with individuals and families experiencing financial hardship, housing instability, and disaster-related stress.
