Position Summary

Under the supervision of the Executive Director of Community Living and Facilities, the Director of Operations – Community Living Services provides strategic and operational leadership for a large, multi-site Community Living program serving individuals with intellectual and developmental disabilities. The position directs program, staffing, fiscal, quality, and compliance activities to ensure safe, efficient, person-centered service delivery; strengthens systems and practices that advance NCIA’s mission; and provides direct supervision to the Community Living management team and medical/health suite personnel, with indirect oversight of direct support professionals.

Essential Responsibilities and Core Competencies

• Provide leadership and oversight for all Community Living services, including regular site visits to monitor service quality, support staff, and promote person-centered outcomes.
• Directly supervise the Community Living management team and medical/health suite personnel; provide indirect oversight of direct support professionals.
• Plan, coordinate, and monitor program operations, staffing, budgets, and resource allocation across multiple sites.
• Develop and implement staff schedules that align with authorized funding, site census, participant needs, and applicable staffing requirements.
• Develop, implement, and evaluate departmental policies, procedures, and operational systems to support efficient, consistent, and compliant service delivery.
• Ensure timely and accurate documentation in required systems, including attendance, dedicated hours, care tracking, behavior plans, incident reports, and other program records.
• Monitor compliance with NCIA policies, Developmental Disabilities Administration requirements, the Community Settings Rule, and other applicable funding and regulatory standards.
• Oversee participant fund request and receipt processes to ensure accuracy, appropriateness, accountability, and required documentation.
• Ensure fundamental rights matters are presented to the Human Rights Advisory Standing Committee in accordance with applicable requirements.
• Develop, implement, and monitor plans of correction arising from internal reviews, quality assurance reports, site visits, audits, or regulatory findings.
• Participate in participant admission, transfer, discharge, and interdisciplinary review processes, including service on the Admissions Review Discharge team.
• Ensure incidents are reported, reviewed, and communicated promptly in accordance with NCIA and DDA policies and procedures; take appropriate action during emergencies.
• Partner with Human Resources on recruitment, retention, employee relations, performance management, transfers, discipline, and separation processes.
• Complete timely performance evaluations for direct reports and ensure evaluations and required training are completed for all assigned staff within established timeframes.
• Maintain effective communication with participants, families, employees, regulators, funders, providers, vendors, community professionals, and other internal and external stakeholders.
• Represent the department at provider, DDA, administrative, and other meetings as assigned.
• Use sound judgment, discretion, confidentiality, data, and technology to support operational decisions and continuous improvement.
• Respond promptly and professionally to internal and external customers and work cooperatively with colleagues and community partners.
• Maintain regular attendance, fulfill designated on-call responsibilities, and remain available for schedule flexibility and emergency response as required.
• Maintain accurate records, reports, and documentation as required.
• Perform other duties as assigned that are consistent with the scope and purpose of the position.

Physical Requirements

This position requires the ability to remain stationary for extended periods; move throughout offices and Community Living sites; walk, stand, climb stairs, bend, kneel, crouch, reach, and respond promptly in program environments; operate standard office equipment and technology; communicate effectively; and occasionally push, pull, assist with lifting, or lift up to 50 lbs. The position also requires close and distance vision, color recognition, peripheral vision, depth perception, and the ability to adjust focus. These requirements are necessary to perform the essential functions of the position, with or without reasonable accommodation, in accordance with applicable law.

Qualifications

Position Requirements

• Education: Bachelor’s degree from an accredited college or university in education, psychology, social sciences, human services, business administration, or a related field preferred; an equivalent combination of education and relevant experience may be considered.
• Experience: At least five years of experience managing daily operations across multiple Community Living or comparable human services sites, including at least five years of supervisory experience.
• Licenses/Certifications: Certified Medication Technician credential required. Valid Maryland Driver’s License with fewer than three points and an acceptable driving record consistent with NCIA policy and insurance requirements.
• Core Skills: Ability to interpret regulations and technical guidance; prepare reports, correspondence, policies, and procedures; present information effectively; analyze operational and financial data; solve practical problems; and interpret written, oral, diagrammatic, and schedule-based instructions.
• Background Requirements: Must be able to successfully complete a criminal background check, fingerprinting, and drug screening.

Work Schedule:

Primarily on-site in a busy office and Community Living environment, with frequent deadlines, regular local travel, designated on-call coverage, and flexibility to respond to emergencies and attend evening or weekend activities as operationally necessary.
