Job Description

The Massachusetts Department of Mental Health (DMH) is seeking a strategic, collaborative, and results-oriented professional to serve as the Director of Business Analysis. This position provides leadership and oversight of the Department's business analysis function, guiding efforts to translate complex clinical, programmatic, and operational needs into effective technology-enabled solutions that strengthen service delivery and organizational performance.

The Director will lead a team of business analysts and work closely with departmental leadership, inpatient and community-based programs, Information Technology, Data & Analytics, and other partners to advance the implementation, enhancement, and optimization of electronic health records (EHR) and enterprise applications. DMH is engaged in a multi-year effort to implement Oracle Health as the agency’s Electronic Health Record, replacing its legacy system of 20+ years, Meditech. The Director will play a key role in modernizing operational processes in the design and implementation of the new EHR, while also maintaining business functionality in legacy systems. Key responsibilities include evaluating business needs, developing functional requirements, improving workflows, strengthening technology-enabled and data-informed processes, and supporting system adoption through training and change management.

The ideal candidate will bring extensive business analysis and technology leadership expertise, strong analytical and problem-solving capabilities, and demonstrated success managing professional teams and complex initiatives. This role requires sound judgment, effective communication, and the ability to build productive relationships across clinical, operational, and technical environments while advancing user-centered solutions aligned with the Department's strategic priorities.

Duties and Responsibilities

(These duties are a general summary and not all inclusive):

  • Provide strategic and operational leadership for the Department's business analysis function, establishing consistent standards, methodologies, tools, and best practices.
  • Supervise, mentor, and develop a team of business analysts and related professionals, including establishing priorities, assigning responsibilities, and evaluating performance.
  • Partner with senior leadership to identify operational challenges and opportunities for technology improvements, process redesign, and enhanced service delivery.
  • Translate departmental priorities into clearly defined business requirements, functional specifications, workflows, and actionable plans.
  • Lead business analysis activities supporting the implementation, enhancement, optimization, and ongoing use of electronic health records and other enterprise applications.
  • Evaluate existing business processes and design improved workflows that promote efficiency, consistency, and effective system utilization.
  • Facilitate requirements-gathering sessions, workflow discussions, system demonstrations, design reviews, and user acceptance testing.
  • Collaborate with Information Technology, Data & Analytics and application teams to assess proposed solutions, resolve technical and operational issues, and establish implementation priorities.
  • Advise leadership on application governance, operational impacts, project dependencies, emerging risks, and opportunities for system improvements.
  • Direct the development of training strategies, job aids, workflow guides, standard operating procedures, and other resources supporting enterprise applications.
  • Coordinate role-based training and change management activities to strengthen user adoption and facilitate transitions to new systems and processes.
  • Assess system performance, user feedback, and application adoption to identify opportunities for additional training, workflow modifications, and technology enhancements.
  • Partner with Data & Analytics teams to identify reporting requirements, performance measures, business rules, and operational information needs.
  • Ensure data collection, reporting, and analytical requirements are incorporated into system design and enhancement activities.
  • Identify opportunities to improve data quality, reporting accuracy, and access to information used by frontline staff, managers, and executive leadership.
  • Serve as a principal liaison between clinical, operational, administrative, and technical teams to promote effective communication and shared understanding of business needs.
  • Translate complex clinical and operational requirements into actionable technical specifications while communicating technical concepts and constraints to non-technical stakeholders.
  • Facilitate cross-functional collaboration and decision-making among stakeholders with differing priorities and operational requirements.
  • Establish internal standards for requirements validation, documentation quality, and readiness for operational review and approval.
  • Monitor significant project risks, resource needs, and unresolved issues, escalating matters requiring executive attention.

Preferred Qualifications

  • Proven ability to analyze complex clinical, operational, administrative, and programmatic processes and translate findings into effective technology solutions.
  • Knowledge of reporting requirements, data quality, analytics, and information management practices within enterprise systems.
  • Demonstrated effectiveness collaborating with Information Technology, Data & Analytics, clinical leadership, program managers, and executive stakeholders.
  • Experience facilitating cross-functional discussions, building consensus, and resolving competing priorities among diverse teams.
  • Familiarity with behavioral health, healthcare, human services, state government, or similarly complex public-sector environments.
  • Understanding of privacy, security, regulatory compliance, and data governance considerations affecting healthcare information systems.
