Job Description

Job Summary:

This position provides highly responsible and complex support to the Community Placemaking Director. In coordination with Division Managers, this position directs, manages and coordinates the activities, operations, and strategic direction of the Library, Cultural Services and Recreation divisions including strategic and master planning, budget, cost-recovery, grants, marketing purchasing, safety, records and information systems, programs and services. This position supervises and directs assigned supervisory and professional staff, and coordinates assigned activities with other divisions, departments, and outside agencies.

This position will also be tasked with leading other major departmental or interdepartmental projects as assigned. Examples may include: coordination with nonprofit friends groups and community partners, creating and implementing department-wide programs including process improvement, workplace culture, internships and grant writing.

The salary range for this position is $132,699.00- $192,414.00 per year with a hiring range of $132,699.00 - $162,556.00, depending on qualifications and experience.

Essential Functions:

  • Provides administrative management oversight of the Library, Cultural Services and Recreation divisions.
  • Serve as Acting Community Placemaking Director in the absence of the Director.
  • Manage and participate in the development and implementation of goals, objectives, policies, and priorities for the Community Placemaking Department.
  • Coordinate and manage Community Placemaking performance metrics collection, analysis, and reporting, including updates to City and department strategic plans.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures.
  • Conduct a variety of organizational and operational studies. Recommend modifications to existing departmental programs, policies, and procedures.
  • Review and analyze programs, operations and associated costs and cost-recovery forecasting division progress with regard to stated objectives and future needs.
  • Collaborate with Communication & Engagement ensuring alignment of strategic priorities and support effective communication and engagement efforts.
  • Serve as a community liaison on various commissions and assist with community projects.
  • Negotiate and resolve sensitive and controversial issues.
  • Participates in intergovernmental programs.
  • Work requires the exercise of discretion in performing daily activities based on a complete knowledge of Community Placemaking policies, procedures, and operations.
  • Coordinate and manage Community Placemaking safety programs, training, and reporting. Ensure all city safety regulations are communicated and followed.
  • Manages department accreditations and reaccreditations.
  • Ensure that the department is in compliance with applicable laws and regulations, such as, but not limited to EEOC, Title VI and ADA in accordance with City, State and Federal law.
  • Will attend relevant city Board and Commission meetings, including: Library Board, Cultural Services Board, Visual Arts Commission, and Parks and Recreation Commission.
  • Regular attendance at relevant Nonprofit meetings, including: Friends of the Loveland Public Library, Parks and Recreation Foundation, and MOSAIC.

Other Job Functions:

  • Prepare a variety of complex correspondence, memoranda, studies, and reports.
  • Knowledge of practices and principles of organizational and financial management, public administration ethics, and local government.
  • Knowledge of cost-recovery best practices for public programs.
  • Inspire, motivate and lead staff and volunteers in a highly professional manner.
  • Performs other duties as assigned.

Deputy Director:

  • Oversees department and is responsible for high-level strategic decisions, formulating, administering, and communicating policies and procedures.
  • Develops and implement plans and objectives for the department in an effective and innovative manner.
  • Provides complex guidance and manages matters of significance.
  • Directs some operational, financial, and hiring decisions within the department.
  • Collaborates with director leadership team to develop innovative solutions and propose those to senior leadership.
  • Regularly advises, interacts, communicates, and collaborates with executive leadership, reporting directly to the City Manager or Deputy City Manager.
  • Ownership of short to long-term strategy execution and operational direction in alignment with policy and executive leadership objectives.
  • Develops, coordinates, and maintains strategic and operational plans consistent with the company's strategic direction.
  • Oversees and reports on results to senior management.
  • Retains a diverse, highly qualified staff and provides career coaching, growth, and personal development for direct/indirect report employees.

Qualifications:

Education:

  • Bachelor's Degree or higher in Public Administration, Recreation, Library Science, Arts and Culture, Business or any field related to the position required.
  • Graduate Degree preferred.

Experience:

  • 5 years' experience of progressively responsible oversight & leadership in Libraries, Arts, Culture, Recreation, public administration or related field required.
  • 2 years supervisory experience required.
  • An equivalent combination of education and or experience may substitute for the education requirements on a year for year basis.

Knowledge, Skills, and Abilities:

  • Comprehensive knowledge of the principles and practices of public administration.
  • Knowledge of public libraries, community recreation, arts and cultural services.
  • Knowledge of communications strategies used for information and promotion.
  • Prepare and administer large program budgets.
  • Considerable knowledge on cost-recovery best practices for public programs.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Communicate clearly and concisely, both orally and in writing. Write clear and concise reports, memoranda, emails, and letters.
  • Develop comprehensive plans from general instructions.
  • Interpret, apply, and ensure departmental compliance with applicable federal, state, and local policies, laws, and regulations.
  • Accomplish assigned responsibilities with minimal supervision and with only general directions.
  • Operate office equipment including computers and supporting software applications.
  • Read, analyze, and interpret complex documents.
  • Respond effectively to sensitive inquiries or complaints. Write speeches and articles using original or innovative techniques or style. Make effective and persuasive speeches and presentations on controversial or complex topics to elected officials, city management, public groups, and/or boards of directors.

  • Establish and maintain satisfactory work relations with department directors and the public.

Physical Demands and Working Conditions:

  • Frequent minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.
  • Frequent exposure to routine office noise and equipment.
  • Occasional exposure to hazards typically found in general office environments where there is rarely to no exposure to injury or accident.
