Job Description

Position Summary

The Data Analytics Manager owns the program's reporting and analytics function end to end. This role is accountable for every data point the program reports, for the architecture that produces it, and for the accuracy of what reaches the client and executive leadership. The successful candidate leads the migration of program reporting into a consolidated dashboard environment, establishes data governance and a single source of truth, and turns program data into decision ready analysis rather than status recitation. This is a management role with functional leadership over reporting and document control staff, and it carries direct working relationships with document control, quality management, technical delivery, and client leadership.

Due to federal contract requirements, applicants must be U.S. citizens and able to obtain and maintain a Public Trust determination. The selected candidate must complete the FAA background investigation and obtain FAA facility badging and a PIV credential. Access to program sites depends on completing these steps.

Key Responsibilities

Reporting Architecture and Dashboard Delivery

• Own the design, build, migration, and ongoing operation of the program dashboard environment, including the conversion of existing reporting into the consolidated platform.
• Define the reporting data model, refresh cadence, role based access design, and version control approach.
• Establish and maintain a single source of truth for program data, and eliminate parallel or conflicting reporting streams.
• Build executive, program, and site level reporting views appropriate to each audience.

Data Governance and Integrity

• Define and enforce data standards, naming conventions, validation rules, and reconciliation procedures across all program data sources.
• Own the accuracy of reported figures, including cost, schedule, deliverable status, risk, change, and quality metrics.
• Establish audit ready traceability from every reported figure back to its source record.
• Identify and resolve discrepancies before distribution, and maintain a documented record of corrections.

Analysis and Decision Support

• Move the function beyond status reporting into trend analysis, variance analysis, forecasting, and early warning indicators.
• Produce executive summaries that state what the data means and what decision it calls for, not only what the data says.
• Support the PMO Director and program leadership with ad hoc analysis on short turnaround.
• Develop and maintain the program metrics framework, including definitions, thresholds, and escalation triggers.

Deliverables Register and Document Control Interface

• Own the integrity of the Master Deliverables Register as a reporting source, including status accuracy, aging, and late deliverable identification.
• Partner with Document Control to ensure that deliverable workflow data supports reliable reporting under the program Deliverables Quality Control SOP.
• Report on deliverable throughput, cycle time, review turnaround compliance, and rework rates.

Team Leadership

• Provide direction, prioritization, and quality review for reporting analysts and document control staff supporting the reporting function.
• Establish standard work, recurring reporting calendars, and quality checks so that output does not depend on any single individual.
• Develop team capability in analytics tooling and in the program's data environment.

Qualifications

• Bachelor's degree in data analytics, information systems, engineering, business, or a related field, or equivalent demonstrated experience.
• Minimum of seven years of experience in program reporting, data analytics, or business intelligence, including at least two years leading a reporting function or supervising analysts.
• Advanced proficiency in Power BI, including data modeling, DAX, Power Query, and dashboard design for executive audiences.
• Demonstrated experience migrating or consolidating reporting from legacy tools into a modern dashboard platform.
• Advanced Excel capability, including work with large and imperfect data sets.
• Working proficiency with SharePoint based document environments.
• Demonstrated ownership of data accuracy in an environment where reported figures carry client, contractual, or audit consequence.
• Strong written communication, including the ability to write an executive summary that a senior leader can act on.

Preferred Qualifications

• Experience on aviation, air traffic systems, airport authority, or federally funded capital programs.
• Experience with Tableau, SQL, or Power Automate.
• Familiarity with capital program controls concepts, including earned value, cost and schedule variance, and deliverable lifecycle management.
• Experience operating within a formal quality management system with documented review and approval workflow.
• Relevant certification such as PMP, Microsoft Power BI Data Analyst Associate, or equivalent.
