Civic Engagement Manager

Location: Baton Rouge, LA
Reports to: Deputy Executive Director
Position Type: Full‑Time, Exempt
Salary Range: $55,000–$60,000 annually, plus $4,200/year in lieu of medical benefits (paid at $350/month on the last paycheck of each month).

Organization Overview:

The Louisiana Organization for Refugees and Immigrants (LORI) support refugees and immigrants through every stage of integration, empowering them to become self‑reliant and civically active. We provide education, advocacy, youth leadership development, and access to resources to ensure that newcomers and BIPOC communities thrive.

Position Overview:

The Civic Engagement Manager will develop and execute year‑round civic engagement strategies that empower refugees, immigrants and youth to exercise their civic rights, advocate for policy change, and participate in community decision‑making. This role leads LORI’s Learn to Lead youth program, guiding youth in leadership development, public speaking, issue analysis, and organizing skills. Working closely with the Deputy Executive Director, the manager will also coordinate voter engagement activities (including VAN and other voter activation platforms), policy and advocacy campaigns, and community outreach to build a powerful base of community members and partners.

Primary Duties and Responsibilities

Civic Engagement & Voter Mobilization

• Design and lead non‑partisan voter education and mobilization campaigns, including voter registration drives, phone banking, canvassing, and voter turnout initiatives.
• Maintain expertise in VAN and other digital tools to track contacts, target outreach, and manage data.
• Develop educational materials on civic processes, voter rights, and key issues affecting refugee and immigrant communities.

Organizing & Advocacy Campaigns

• Build and mobilize a base of community members to support campaigns on housing/tenants’ rights, language access, immigrant rights, and other issues aligned with LORI’s mission.
• Plan and execute events, rallies, community meetings, and town halls that elevate community voices and drive policy change.
• Conduct research to identify root causes of community concerns and propose solutions.

Learn to Lead Youth Program

• Lead LORI’s youth leadership program, training high‑school and college‑aged participants in leadership, advocacy, and civic engagement skills.
• Coordinate experiential learning opportunities (e.g., legislative visits, service projects, peer-led workshops).
• Mentor youth fellows in college readiness, personal development and self‑advocacy.

Training & Leadership Development

• Facilitate workshops for community members and parents on advocacy tactics, voter engagement and leadership development.
• Recruit, train and supervise volunteers, interns and community leaders to expand LORI’s civic engagement capacity.

Partnership & Coalition Building

• Serve as LORI’s representative in local, state and national coalitions focused on immigrant and refugee rights, voting access, and youth leadership.
• Build relationships with community organizations, educational institutions, elected officials and local businesses to support civic engagement objectives.
• Collaborate with LORI’s Communications and Legal teams to ensure consistent messaging and coordinate advocacy efforts.

Data & Reporting

• Manage and analyze civic engagement data (e.g., member outreach, event participation, registration tallies) to assess impact, report to funders and guide strategy.
• Prepare periodic reports and evaluation summaries for the Deputy Executive Director, Executive Director and Board of Directors.

Required Qualifications/Skills:

• Minimum 3–5 years of experience in civic engagement, community organizing, advocacy or related nonprofit work.
• Demonstrated experience working with refugee, immigrant and/or BIPOC communities; ability to communicate across cultural and linguistic differences.
• Hands‑on experience with voter engagement tools and databases (e.g., VAN, EveryAction, PDI or similar platforms).
• Track record of designing and executing successful voter mobilization campaigns and advocacy initiatives.
• Strong project management, organizational and communication skills; comfortable balancing multiple deadlines and priorities.
• Ability to facilitate training and workshops for youth and adults; experience mentoring youth leaders is highly valued.
• Commitment to LORI’s mission and values, including equity, inclusiveness and community empowerment.
• Ability to work flexible hours, including evenings and weekends, to accommodate meetings, voter outreach and events.

Preferred Qualifications/Skills:

• Experience in social media, database applications, webinar technology, and video editing.
• Proficiency in Spanish, French, or Arabic.
• Proficient with Microsoft Office Suite or related software.
• Personal lived experiences that contribute to a genuine understanding of the challenges faced by vulnerable refugees and immigrants.

In addition to salary, LORI provides a $4,200 annual stipend in lieu of medical benefits (paid monthly), a 401(k) plan with up to 5 % employer matching, paid time off (vacation, sick and personal days), and professional development opportunities.
