Around the world, the number of missing persons is rising, driven by conflict, climate-related and other disasters, organized crime and other causes. By some measures, the world has been experiencing more conflicts than at any time since 1946. Conflict and disasters, including wildfires, hurricanes and floods, have also contributed to displacement and migration.
People travelling along dangerous or irregular migration routes may face heightened risks of going missing, including as a result of human trafficking, smuggling, exploitation, violence, hazardous journeys and deaths in transit.
The International Commission on Missing Persons (ICMP) is a treaty-based intergovernmental organization, headquartered in The Hague, the Netherlands, that works with governments, civil society organizations, justice institutions and others throughout the world to address this growing global challenge. ICMP is seeking a dynamic and committed individual to join a highly motivated team. ICMP's overall strategy is grounded in upholding international law and securing the rights of families of the missing to truth, justice and reparations.
ICMP is implementing a multi-year program in Ukraine to support efforts to address the issue of missing persons. Under its cooperation with the Ministry of Internal Affairs of Ukraine and the Office of the Commissioner on Persons Missing under Special Circumstances, ICMP is supporting the provision of expert assistance, including open-source intelligence (OSINT) analysis, to contribute to investigations into missing persons cases.
The OSINT Analyst will support investigations into missing persons in Ukraine through the systematic search, collection, verification, analysis and consolidation of information from open sources. The work will focus on information related to missing persons, detained civilians, prisoners of war (POWs), abducted children and illegal detention sites in temporarily occupied territories of Ukraine and in Russia.
The consultant will work within the secretariat of the Office of the Commissioner on Persons Missing under Special Circumstances and will support the relevant authorities by providing documented and verified information for investigative purposes.
Under the guidance and supervision of the Office of the Commissioner on Persons Missing under Special Circumstances, the consultant's duties and responsibilities will include, but will not necessarily be limited to, the following:
Prepare regular monthly analytical reports for submission to the Commissioner on Persons Missing under Special Circumstances in support of investigations into missing persons cases.
The consultancy will be for a duration of 12 months. The consultant will be compensated at an agreed rate, commensurate with experience and qualifications. Payment terms and consultancy arrangements will be discussed and agreed upon as part of the consultancy agreement.
