We don’t just talk, we do. Lead the change with us.
At the Tony Blair Institute for Global Change, we work with political leaders around the world to drive change. We help governments turn bold ideas into reality so they can deliver for their people. We do it by advising on strategy, policy and delivery, unlocking the power of technology across all three. And by sharing what we learn on the ground, so everyone can benefit. We do it to build more open, inclusive and prosperous countries for people everywhere.
We are a global not-for-profit organisation, operating in more than 40 countries across five continents. Our teams include political strategists, policy experts, delivery practitioners, technology specialists and more. We speak more than 45 languages and are working on over 100 projects, tackling some of the world’s biggest challenges. We’re all here at TBI to make a difference.
In a world of ever more complex challenges, we believe diversity of background and perspective is a strength. We pride ourselves on a culture that values and nurtures difference. We are dedicated to unlocking potential, not only for the countries we work in but also for each of our team members. No matter where you’re from or who you are, if you’re passionate about the transformative power of progressive politics, we invite you to build a better future with us.
The Ministry of Health and Public Hygiene (MSHP), through the Directorate of Maternal and Child Health (DSME), is implementing the project “Strengthening the Coordination of Public Family Planning Services in Senegal” to improve the quality, integration, and performance of family planning and reproductive health services.
As part of this project, the DSME receives support from the MSHP Delivery Unit (DU-MSHP), which is responsible for strengthening mechanisms for coordination, performance monitoring, and resolving bottlenecks that hinder the implementation of the sector’s strategic priorities.
To support this effort, we are recruiting a Data, Analysis, and Performance Management Expert responsible for assisting the DSME and the Directorate of Planning, Research, and Statistics (DPRS) in strengthening the use of data for decision-making, performance management, and monitoring of family planning and postpartum family planning (PPFP) interventions, in accordance with national guidelines on SRMNIA-N. The Expert will report technically to the DSME and will work closely with the DU-MSHP. Recruitment will be conducted under a one-year consulting contract, renewable subject to a satisfactory performance evaluation.
Support the DSME and the DPRS in strengthening their capacity for data analysis, performance monitoring, and data-driven decision-making to improve coordination, accountability, and monitoring of PPFP and SRMNIA-N interventions.
The specific objectives are as follows:
A minimum of a master’s degree (Bac +5) in statistics, data science, public health, epidemiology, health informatics, health economics, or any other relevant field; Additional training in monitoring and evaluation, data analysis, or performance management is a plus.
A minimum of seven (7) to ten (10) years of experience in the management, analysis, and use of health data; Proven experience in monitoring and evaluation of public health programs in general and SRMNIA N programs in particular; Practical experience with DHIS2 and health information systems; Experience in survey data analysis would be an asset; Experience in designing and using dashboards and analytical tools; Experience collaborating with the MSHP and technical and financial partners is strongly preferred; Experience managing data at the intermediate and operational levels is highly desirable; Good knowledge of the Senegalese healthcare system.
Proficiency in data analysis and visualization tools (advanced Excel, Power BI, Tableau, STATA, R, or Python); Proficiency in DHIS2 and health information systems; Excellent ability to analyze, synthesize, and visualize data; Good understanding of SRMNIA-N, family planning (FP), and PPFP indicators; Proficiency in monitoring, evaluation, reporting, and performance management tools; Ability to produce operational analyses and recommendations based on data.
