Job Description

Main Accountabilities

Supervise day-to-day fleet control to ensure fleet availability, operational readiness, regulatory compliance and service continuity across Hajj & Umrah, tourism, corporate, limousine and bus operations. Run fleet planning, tracking, utilization and reporting so operational decisions rest on accurate data and timely action plans, in close coordination with Operations, Maintenance, Finance and compliance-related stakeholders. Maintain discipline over tracking, permits, insurance, violations, expired documents and cost-of-operation controls, and support the shift from manual fleet-control processes to structured system automation.

Level of Responsibility

  • Budget: Responsible for daily fleet planning, tracking, operational readiness, document compliance, insurance follow-up, violation control and fleet cost visibility, and for escalating corrective actions within approved authority; no independent budget authority unless formally delegated.
  • Equipment: Company Ops System, TAM app / tafwid tools, Transport Authority portals, driver-card / logistics systems, Afaki GPS tracking, EVA / violations and standards-related websites, manual trackers, Excel reports, vehicle files and confidential operational records.
  • Staff: Supervises the operational driver interface (17 drivers, increasing to 100+ in peak season).

Detailed Job Description

  • Plan and control daily fleet activity to ensure the right vehicle resources are deployed at the right time, with visibility over utilization, movement, compliance status and readiness for daily operations and peak Hajj & Umrah demand.
  • Prepare fleet reports and analyze operational data to support management decisions, reduce service disruption and strengthen the end-to-end fleet process.
  • Oversee daily vehicle tracking and monitoring through available systems and manual controls, ensuring prompt action on delayed movement, inactive assets, route deviations or any risk to service delivery.
  • Follow up insurance, accident and claim coordination, expired-document control, violation tracking and other regulatory requirements to maintain the legal and operational readiness of the fleet.
  • Use fleet applications and government-related portals, ensuring that permits, tafwid, driver cards and other transport-compliance processes are completed accurately and on time.
  • Coordinate with Operations on vehicle allocation priorities, trip readiness, driver deployment, peak-season scaling and corrective action when fleet issues may affect the client experience.
  • Work with Maintenance on planned and unplanned downtime, vehicle release priorities, maintenance scheduling, defect escalation and readiness forecasting, so fleet and workshop decisions stay aligned.
  • Track cost of operations, fuel consumption and fleet stock visibility, and prepare the related control reports to support efficiency and data-based decisions.
  • Ensure daily, weekly and monthly control reports are accurate, actionable and suitable for management review, following the reporting standards set by the Head of Unit.
  • Identify process gaps in the current manual environment and support structured controls, dashboards, ownership rules and automation-readiness steps for the future operating model.
  • Provide usage, reliability and compliance data to support fleet lifecycle planning (renewal, redeployment or retirement recommendations).
  • Operate in line with Saudi transport regulations and the internal governance standards expected from a class-A service provider in a fast-paced transport environment.

Management

  • Supervise and organize the drivers, including workload setting, performance follow-up, escalation control and clear communication during normal and peak operations.
  • Act as the day-to-day fleet contact for Operations, Maintenance and Finance, and resolve or escalate planning, readiness and compliance conflicts before they affect service delivery.
  • Take part in the shared readiness routines with Maintenance, including downtime prioritization, release criteria and forward fleet planning for peak seasons.

Reporting

  • Compliance reports covering permits, insurance, driver cards, violations and expired documents.
  • Daily Vehicle Tracking & Monitoring report with exceptions and required actions.
  • Insurance and claims follow-up report.
  • Cost of operations and fuel consumption report.
  • Fleet stock / availability report and daily maintenance coordination report.
  • Action-plan report for key fleet risks, downtime trends and service-impact issues.

Special Tasks

  • Support strategic fleet-control improvements such as dashboard standardization, exception management rules, escalation matrices and automation-readiness controls for the future system environment.
  • Support the formal routines with Maintenance, including joint planning for preventive-maintenance windows, breakdown prioritization, release governance and peak-season fleet-readiness planning.
  • Support special assignments from management related to fleet optimization, regulatory changes, peak Hajj mobilization, contractor / supplier coordination or operational recovery plans.

Key Performance Indicators (KPIs)

  • Fleet availability and utilization aligned to operational demand.
  • On-time closure of compliance, expired-document, insurance and violation actions.
  • Accuracy and timeliness of daily tracking, control and exception reports.
  • Cost-of-operations and fuel-consumption control visibility.
  • Coordination effectiveness with Maintenance on downtime and vehicle readiness.
  • Progress of manual-to-system automation readiness within Fleet Management.

Requirements

  • Education: Bachelor’s degree in Business Administration, Logistics or a related field preferred; a relevant diploma may be accepted with strong experience.
  • Experience: 4–6 years in fleet management, transport control or logistics operations in KSA, preferably in passenger bus transport and Hajj & Umrah / pilgrim-service environments; prior supervisory or team-lead exposure.
  • Technical knowledge: Fleet applications, GPS tracking, transport-government portals and compliance processes, including the company Ops System, TAM / tafwid processes, driver-card workflows, Afaki tracking and violation / standards-related websites; operational reporting and action-plan preparation.
  • Managerial skills: Team supervision, problem solving, planning discipline, time and stress management, decision support and cross-functional coordination in a demanding operational setting.
  • Other skills: Arabic and English required; strong communication and interpersonal skills; attention to detail; flexibility for long hours during peak seasons; the discipline to manage challenging situations in a fast-paced but professional environment.
