POSITION INFORMATION

Job Title: Human Resource Officer

Department: Human Resources

Reports To: Human Resource Manager

Direct Reports: None initially – scope expected to grow with experience

Location: Bugesera Plant / Head Office

Employment Type: Full-time

JOB SUMMARY

The Human Resource Officer supports the Human Resource Manager in managing the company's day-to-day HR operations, including recruitment support, employee records, onboarding, performance management coordination, and policy compliance. This is a junior-level role intended for a candidate early in their HR career who is organized, detail-oriented, and eager to grow. As the company expands, the role is expected to grow in scope and responsibility, with opportunities to take on greater ownership of HR functions and, over time, progress toward a more senior HR position.

KEY RESPONSIBILITIES

  1. Recruitment & Onboarding Support: Support the recruitment process, including posting vacancies, screening applications, scheduling interviews, and coordinating with hiring managers. Coordinate new employee onboarding, including documentation, orientation scheduling, and ensuring new hires have the necessary resources to start. Maintain an organized pipeline of candidates and accurate recruitment records.
  2. Employee Records & HR Administration: Maintain accurate and up-to-date employee records, including contracts, personal files, leave balances, and disciplinary records, in compliance with company policy and Rwandan labour law. Track and manage employee leave requests and balances, ensuring compliance with statutory requirements. Prepare HR-related letters and documents, including employment contracts, confirmation letters, and warning letters, as directed by the Human Resource Manager. Support payroll preparation by providing accurate attendance, leave, and employee information to the Finance Department.
  3. Policy Compliance & Employee Relations: Support the consistent application and communication of company HR policies to employees. Support the Human Resource Manager in addressing employee queries, grievances, and disciplinary matters while maintaining confidentiality and professionalism. Monitor compliance with relevant Rwandan labour law requirements, including leave entitlements and employment contract terms, and flag any gaps to the Human Resource Manager.
  4. Performance Management Support: Assist in coordinating the performance management cycle, including scheduling reviews, distributing performance management templates, and tracking completion across departments. Maintain accurate records of performance evaluations and support follow-up on employee development plans.
  5. General HR Support: Assist in planning and coordinating staff engagement activities, training programmes, and other HR initiatives. Prepare basic HR reports and summaries for the Human Resource Manager, including headcount, employee turnover, and leave utilization. Perform other HR-related duties as reasonably assigned by the Human Resource Manager.

QUALIFICATIONS & EXPERIENCE

Bachelor's degree in Human Resource Management, Business Administration, Psychology, or a related field. 1–2 years of relevant HR experience. Recent graduates with strong organizational skills and a genuine interest in Human Resources are encouraged to apply. Familiarity with Rwandan labour law is an advantage; training will be provided where necessary. Fluency in both Kinyarwanda and English is required.

SKILLS & COMPETENCIES

Strong organizational skills and attention to detail, particularly when managing employee records and confidential information. Good written and verbal communication skills. Proficiency in basic office and spreadsheet applications, including Microsoft Word and Excel. Discretion and professionalism when handling sensitive employee matters. Ability to work collaboratively with employees and managers across different departments. Willingness to learn and take on increasing responsibility as the role and company grow.

GROWTH PATH

This role is designed as an entry point into HR management at Roba Industries. As the company grows and the successful candidate gains experience, there will be opportunities to take on greater responsibility, including direct reports and ownership of specific HR functions such as recruitment, compliance, employee relations, or performance management. The role may progress toward a more senior HR position within the department based on demonstrated performance, experience, and organizational needs.

WORKING CONDITIONS

Primarily office-based at the Bugesera Plant / Head Office, with occasional travel to other company sites as required. Standard working hours, with occasional flexibility required to support recruitment activities or urgent HR matters.

SALARY & BENEFITS

Net Salary: RWF 500,000 per month. Transportation: Transportation to and from work is provided. Fuel Allowance: Employees who use a personal vehicle are eligible for a monthly fuel allowance. Lunch: Lunch is provided at the Head Office. Communication Allowance: Airtime/communication allowance is provided.
