Project manager

We are seeking an experienced Senior Program / Project Manager to lead two strategic, interdependent capital initiatives at a GMP pharmaceutical manufacturing facility in Manatí, Puerto Rico: a Site Master Planning Program and a Cogeneration / Combined Heat and Power (CHP) Project.

This individual will serve as the single point of accountability for both programs, providing leadership across project execution, engineering coordination, schedule, budget, risk, contractor management, permitting, commissioning, and stakeholder communication. The selected professional must be comfortable managing multiple complex work-streams simultaneously while maintaining alignment between long-term facility planning and energy infrastructure initiatives.

Key Responsibilities

• Lead overall program and project governance, including schedule, budget, scope, risk, and resource management.
• Serve as the primary point of contact across Engineering, Operations, Quality, EHS, Facilities, Finance, Procurement, and corporate stakeholders.
• Develop, manage, and maintain integrated project master schedules, milestones, budgets, forecasts, and risk registers.
• Lead day-to-day coordination with A&E firms, contractors, vendors, engineering teams, and technical specialists.
• Support capital budgeting, cost estimating, business case development, and capital appropriation activities.
• Facilitate site master planning workshops and coordinate assessments of facility layout, production flow, space utilization, utilities, capacity, and future expansion requirements.
• Support development of long-range site development strategies and phased capital investment roadmaps.
• Integrate power, steam, water, HVAC, and other utilities infrastructure into long-term facility planning.
• Manage the development and execution of a Combined Heat and Power / cogeneration project, including feasibility, technology and vendor evaluations, engineering design, procurement, construction, installation, startup, and commissioning.
• Coordinate electrical and utility integration associated with the cogeneration system.
• Support applicable environmental, utility, and construction permitting activities.
• Coordinate energy savings, ROI, utility cost, and project performance assessments.
• Ensure project execution supports cGMP requirements and minimizes disruptions to ongoing pharmaceutical manufacturing operations.
• Support commissioning, startup, performance testing, reliability qualification, and final project handover.
• Manage project change controls and document management activities.
• Identify conflicts or resource constraints between concurrent project work-streams and proactively develop mitigation plans.
• Prepare and present weekly/monthly progress, financial, risk, and project status reports to leadership.
• Maintain project execution plans, meeting minutes, decision logs, risk registers, schedules, and final closeout documentation.

Requirements

• Bachelor’s degree in Engineering or a related technical field, or equivalent relevant experience.
• Strong Project/Program Management experience within pharmaceutical, biotechnology, biologics, or other cGMP manufacturing environments.
• Proven experience managing large, complex capital projects through design, construction, commissioning, startup, and closeout.
• Experience with Site Master Planning and long-term facility/capital planning.
• Experience with cogeneration/CHP, industrial power generation, energy infrastructure, or similar utility projects.
• Strong knowledge of Facilities & Utilities, engineering, construction, contractor/vendor management, schedules, budgets, forecasting, risk management, and change control.
• Experience coordinating A&E firms, contractors, vendors, procurement, construction teams, and multidisciplinary stakeholders.
• Experience with utility integration/interconnections and environmental or construction permitting.
• Ability to manage multiple concurrent and interdependent projects while minimizing disruption to ongoing manufacturing operations.
• Strong knowledge of cGMP and regulated manufacturing requirements.
• Excellent leadership, communication, stakeholder management, organizational, and problem-solving skills.
• Ability to maintain a significant on-site presence in Manatí, Puerto Rico.
• English/Spanish bilingual proficiency strongly preferred.
• PMP, CCM, or similar Project/Construction Management certification preferred.
• Previous capital project experience in Puerto Rico, including familiarity with local permitting, utilities, engineering, and construction practices, is strongly preferred.
