The Technical Officer for Evidence-Based Public Health Messaging and Community Engagement (EMCE/RCCE) provides technical leadership for risk communication and community engagement systems that support outbreak preparedness, detection, and response under the EpiC Global Health Security (GHS) and Water Sanitation and Hygiene (WASH) project in Mozambique. The position supports local partners and district and provincial health authorities to strengthen systems for communicating effectively with communities before, during, and after public health events.
The role ensures that outbreak prevention, detection, and response efforts are supported by timely and trusted information and by mechanisms that allow communities to provide feedback and participate in response efforts. Community engagement and messaging approaches are integrated across surveillance, laboratory systems, emergency management, and outbreak response activities. Support the revitalization and strengthening of Risk Communication and Community Engagement (RCCE) groups at the provincial level.
Creating and Managing Systems and Processes – Recognizes the need for standardization and balances client and organization need in systems design. Anticipates the effects of process change on people while optimizing task efficiency and simplicity. Employees are expected to possess or have high potential for development of these three fundamental competencies.
Works on problems of moderate to complex scope that require review of various factors. Exercises good judgment with selecting methods and techniques to determine appropriate action. Identifies and raises issues for senior technical staff. Networks with key internal and external personnel.
Has no supervisory responsibility. Receives methods and procedures on new projects and assignments. May provide guidance to other lower-level staff. Reports to a Senior Technical Officer - RCCE.
Bachelor's Degree or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Health, Nutrition, Research, Technology and Youth or Related Field.
A minimum of 4 years of relevant experience in community engagement programs and projects is required. Previous professional experience in a non-governmental organization (NGO), government agency, or private company.
Typical field environment. Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard. Ability to sit and stand for extended periods of time. Ability to lift/move up to 5 lbs.
Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Zoom, Teams, cell phone/mobile technology, and standard office equipment.

The expected hiring salary range for this role is USD 34,000 - 43,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
