Senior Project Procurement Officer, WWF-Laos

Position title: Senior Project Procurement Officer, WWF-Laos
Location: Vientiane Capital, Lao PDR and traveling to provinces when required.

Background

The World Wide Fund for Nature (WWF) has had a presence in Laos since the late 1980s, when it contributed to some of the first biodiversity surveys that established Laos’ protected area system. The office in Laos was officially established in 2001. Today, our main office for WWF-Laos is in Vientiane Capital, with field offices in multiple provinces.

WWF-Laos works with government, civil society, the private sector and other partners to address the drivers of biodiversity loss and to move towards a greener nature-based future where the people of Laos can thrive and live in harmony with nature.

Our vision is “a vibrant and sustainable future for Laos, shaped by inclusive conservation that protects biodiversity, ensures equitable benefits, and nurtures harmony between people and the environment”. Conservation is WWF’s core work, and our programmes in Laos are implemented under four broad thematic areas: Forests, Wildlife, Freshwater and Circular Resilience. As outlined in WWF-Laos’ 2026-2030 strategic plan, we focus our conservation efforts in three main landscapes, eight priority sites and three cities.

Mainstreaming Climate Adaptation

Integrating climate change adaptation into provincial water resource management and river basin management plans.

Community-Driven Implementation

Co-designing and implementing water resource and river basin management plans with community involvement to address climate impacts.

Building Resilience

Promoting climate-smart agriculture and diversifying livelihoods, especially for women who heavily depend on agriculture.

Knowledge Management

Disseminating lessons and experiences from the project to foster adaptive learning.

The project targets 25,000 direct beneficiaries, including 5,000 trained individuals, and aims to manage 15,000 hectares of land and 1,000 hectares of river basin for climate resilience. It also seeks to integrate climate resilience into at least 13 policies and plans.

Major Functions:

The Senior Project Procurement Officer requires a full-time to lead the procurement plan, the day-to-day procurement implementation, monitoring and general management. He/she will provide support to the Project Management Unit (PMU) and the project implementing agencies in a timely manner against all procurement outputs and outcomes as outlined in the approved project document and other workplans developed by the project.

The Senior Project Procurement Officer will have responsibility for procurement operations under guidance of National Project Coordinator. He/she will also be responsible for ensuring delivery quality of support to the work programmes of components, annual component work plans and budget, procurement, support finance matters under the guidance from the Finance Coordinator Specialist and coordination of all components. He/she will also provide assistance and ensure smooth coordination with other projects on a day-to-day basis, following up, organising workshops, training and filing documents, and finance matters day by day.

Major Duties and Responsibilities:

• Develop, review, and update of annual and quarterly procurement plans for Nam Poui and Nam Houng Landscape.
• Ensure the procurement goods, service contract and consultancy are compliance with the procurement and other policies and donor requirement of GEP-LDCF in amount 6 million U$D for 5 years.
• Leading and prepare procurement related documents in line with the WWF’s applicable policies and procedures as well as donor requirements, if any – e.g. RFQ, Tender documents, PO, Contract.
• Providing guidance and orientation of procurement policies and procedures to stakeholders.
• Prepare PRF with full procurement documents to the Finance department for payment process.
• Tracking consultancy and service contracts, including deliverables, payment schedules, and contract compliance.
• Maintains a procurement tracker file for goods to make sure that all PRs are fully tracked there and up to date.
• Maintains and reviews purchasing, shipping and receiving records- e.g. PR, PO, RFQ, GRN, Tenders.
• Ensure completion of the procurement process within a reasonable period of time.
• Coordinate and follow up on delivery timelines, accept goods, and reporting.
• Conduct spot checks to access the accuracy of procurement practices and provide the report per assigned by procurement manager.
• Maintain supplier’s database, register and update regularly.
• Performs all other functions or tasks assigned as may be necessary to achieve departmental goals especially during peak reporting period and meeting tight deadlines.

Qualifications Required:

• Bachelor’s degree in Procurement and Supply chain management, Business administration, Business law, Accounting and Finance or equivalent degrees.
• Concrete experience of computerized accounts packages, including Excel, PowerPoint and Word.
• 3 years of practical experience in procurement and/or supply chain management or similar relevant fields. Experience of procurement tasks with INGO is a plus.

• Excellent in English language both reading, listening and oral and written communication.
• Proven ability to work in a multicultural environment.
• Striving to develop a sense of team with manager.
• Willing to learn and continue to learn.

Working relationships:

Internal – WWF Network: Interact on a regular basis with National Project Coordinator, Procurement Manager, WWF-Laos Country Office staff colleagues.
External – Interact with suppliers, Government agencies at the central, provincial, district, as well as other stakeholders.
