JOB DESCRIPTION: ADMINISTRATIVE MANAGER - CAMBODIA

You will join the International Division of Suez Consulting. The International Division has a turnover of over €40M, generated in Central and Eastern Europe, Africa, the Middle East and Asia. Most of the projects are financed by international donors (AFD, WB, ADB, BAD, EU, EIB, etc.), for which our teams provide engineering and consultancy services for essential services: water, waste, roads, railways, energy, the environment, urban management, etc. in developing and emerging countries.

General Administration and Office Management:

  • Managing mail, calls, correspondence, meetings, and office schedules.
  • Proofreading, formatting, filing, and archiving administrative and contractual documents.
  • Organizing translation services for documents when required.
  • Updating reports, monitoring tables, and data in internal IT platforms, including BidHub and other internal tools.
  • Managing office supplies, equipment, inventories, orders, and maintenance requirements.
  • Coordinating external service providers, including IT, maintenance, cleaning, security, and office-related suppliers.
  • Monitoring internal administrative procedures and ensuring that required records and supporting documents are complete.
  • Managing mission cash funds, including cash advances, receipt tracking, expense documentation, and financial reconciliations.
  • Monitoring staff schedules, leave, travel, missions, and general availability.
  • Liaising with landlords, real estate services, and service providers on premises, lease agreements, utilities, and associated services.
  • Providing administrative backup support to other assistants and offices when required.

Human Resources Administration - Cambodia:

  • Acting as the local administrative focal point for human resources matters in Cambodia, in coordination with the regional management and the Group HR team.
  • Maintaining complete and confidential personnel files, employment records, contracts, amendments, identification documents, and other mandatory HR documentation.
  • Supporting employee onboarding and offboarding, including collection of documents, induction arrangements, access requests, equipment handover, and exit formalities.
  • Preparing and checking monthly payroll input data, including attendance, leave, overtime, allowances, benefits, deductions, salary changes, and expense-related information.
  • Coordinating with the external payroll provider and the relevant internal teams, following the payroll calendar, and checking payroll reports and payslips before validation.
  • Following up on salary payments and supporting the reconciliation and filing of payroll-related documents.
  • Monitoring annual leave, sick leave, public holidays, attendance records, and other employee absences.
  • Supporting the preparation and follow-up of mandatory employment, tax, social security, insurance, medical, work permit, and visa-related documentation, in coordination with the relevant advisers and service providers.
  • Providing administrative support for recruitment, including interview scheduling, candidate documentation, reference information, and preparation of employment documents.
  • Preparing basic HR reports and staff information requested by management, while ensuring confidentiality and compliance with internal policies and applicable Cambodian requirements.

Administrative Support for Proposals and Contract Implementation:

  • Preparing, compiling, and archiving administrative bid documents.
  • Checking document completeness and administrative compliance before submission.
  • Coordinating required inputs with commercial and technical teams, including basic due diligence and security information.
  • Supporting project start-up and the administration of expert and subcontractor contracts.
  • Coordinating mission logistics, invoicing documents, budget follow-up, and key contractual deadlines.
  • Maintaining project records and supporting administrative closure in coordination with project managers and support functions.

Profile

  • Minimum 5 years of relevant experience as an Administrative Manager or in a similar administrative leadership role.
  • Proven experience in payroll administration and staff follow-up / personnel administration.
  • Solid knowledge of basic accounting and finance administration, including invoice recording, payment preparation, and related administrative/financial support tasks.
  • Previous experience working in an international environment is required; experience in a multicultural and matrix organization would be an advantage.
  • Fluent in Khmer and English (spoken and written) is mandatory.
  • Knowledge of French is not required but would be considered a strong asset.
  • Strong organizational skills, attention to detail, reliability, and the ability to handle confidential information are essential.
