BACKGROUND AND PURPOSE OF THE ASSIGNMENT

WFP Jordan's Supply Chain is gradually shifting from a predominantly operational role toward a dual role: continuing to deliver life-saving assistance while progressively enabling government and national institutions to own and run the systems on which humanitarian and commercial supply chains depend. This responds to a regional environment of compounding crises and sudden escalation, in which Jordan serves both as a corridor for reaching populations in need and as a platform from which corridors can be activated at speed, and aligns with national priorities that identify transport and logistics as a driver of economic growth.

Delivering this agenda requires sustained research, analytical and coordination support to a portfolio of capacity strengthening initiatives with national institutions and private sector partners, alongside field-level assessment of WFP's own programme supply chains – notably retail management underpinning cash-based transfers and the school meals supply chain – where lessons learned inform both operational improvement and the wider capacity strengthening agenda.

Under the direct supervision of the Head of Supply Chain, the Fellow will provide research, analytical and coordination support to the capacity strengthening portfolio and field-level programme assessments.

ACCOUNTABILITIES AND RESPONSIBILITIES

Capacity strengthening portfolio

• Support the development of concept notes, background papers and briefing materials for capacity strengthening initiatives with national institutions, in coordination with Supply Chain focal points, Programme Unit and other concerned stakeholders.
• Conduct desk research and comparative analysis on national supply chain institutions, their mandates and regulatory frameworks, and relevant international good practice on institutional capacity strengthening, synthesising findings into concise analytical products.
• Assist in mapping and maintaining an overview of the capacity strengthening portfolio – initiatives, counterparts, status, milestones and funding position – keeping trackers current.
• Provide coordination and logistical support to consultations, workshops and technical working groups convened with government, UN agencies, NGOs and private sector actors, including preparation of agendas and materials, participant liaison, minute-taking and follow-up tracking.
• Support preparation of materials for capacity strengthening and donor engagements, including presentations, factsheets, talking points and visit briefing packs.
• Contribute research inputs and drafted components – situation analysis, institutional background, results frameworks and supporting evidence – to funding proposals for capacity strengthening initiatives, for consolidation and finalisation by the Specialist and supervisor.
• Support data collection, structured interviews and surveys with national counterparts and stakeholders for capacity strengthening initiative design and monitoring, and prepare analysis and visualisations of the results.
• Maintain monitoring records and indicators for capacity strengthening and transition progress, and provide inputs to periodic reporting on the portfolio.
• Support internal coordination on the capacity strengthening portfolio with Programme, Partnerships, Budget & Programming and the Regional Bureau by tracking action points and consolidating inputs.

Operational Support Portfolio

• Participate in field visits to contracted retailers to support assessment of performance against agreed standards; assist in collecting and analysing observations on stock availability, pricing, service quality and compliance; document lessons learned and contribute proposals for operational improvement to the retail supply chain.
• Participate in school visits alongside Operations, Warehouse and Food Safety & Quality colleagues to support assessment of food storage and handling practices; assist in documenting findings against food safety and quality standards, and contribute to recommendations and follow-up actions arising from the visits.
• Any other duties as assigned.

DELIVERABLES AT THE END OF THE CONTRACT

• Capacity strengthening portfolio tracker established and maintained throughout the assignment.
• Desk research and comparative analysis products delivered on national supply chain institutions and international capacity strengthening practice.
• Background papers and briefing materials produced in support of at least three capacity strengthening initiatives.
• Consultations, workshops and technical working groups supported, with agendas, materials, records of outcomes and follow-up action logs.
• Briefing packs and presentation materials produced for capacity strengthening and donor engagements.
• Research inputs and drafted components contributed to at least two funding proposals.
• Counterpart survey and interview data collected, analysed and visualised in support of initiative design and monitoring.
• Portfolio monitoring records maintained and periodic reporting inputs delivered.
• Field visits supported, with visit records, consolidated performance observations and a lessons learned note setting out proposed improvements to retail supply chain management.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Master's and PhD students or graduates, researchers or professors (Please specify here the preferred fields of study) Supply Chain Management, Logistics, International Business, Economics, Public Administration, Public Policy, International Development or a related field.

Experience:

Advanced academic knowledge or technical experience in (Please specify here the preferred fields of experience) Supply chain, trade, public policy or international development. Demonstrated research and analytical experience, including qualitative and quantitative methods, is required. Prior experience supporting multistakeholder events, international conferences or delegation engagement is an asset. Exposure to a humanitarian, development or international organisation setting is desirable.

Knowledge & Skills

• Strong research, analytical and writing skills, with the ability to synthesise complex material into concise products for senior audiences.
• Sound organisational skills and attention to detail; able to maintain trackers, records and documentation reliably.
• Good interpersonal skills and cultural sensitivity, with the ability to work effectively in a multicultural team and support engagement with external counterparts.
• Proficiency in Microsoft Office; working knowledge of data analysis and visualisation tools (e.g. Power BI, Stata, SPSS) is an asset.
• Willingness and ability to undertake regular field visits to camps, retail outlets, warehouses and schools across Jordan.

Languages:

Fluency in English (Level C). Intermediate knowledge of any other official UN language (French, Spanish, Arabic, Chinese, Russian or Portuguese) is an asset. (Please specify here additional requirements at the duty station)
