BOT Project Development Director – Asia

The BOT Project Development Director will play a pivotal role in driving the growth of SUEZ's Water, Wastewater, and Waste-to-Energy businesses across Asia. This position is responsible for leading the development of strategic infrastructure opportunities from the early pre-feasibility and feasibility stages through bid preparation, project structuring, commercial negotiations, and contract award. In addition to leading individual project opportunities, the BOT Project Development Director will contribute to regional growth initiatives that support SUEZ's long-term development strategy in Asia.

Responsibilities:

• Must have demonstrable experience leading BOT (Build-Operate-Transfer) project bids and tender submissions from pre-feasibility through project award.
• Once projects are identified by the Business Development team, screen and evaluate opportunities to ensure alignment with SUEZ's strategic objectives and investment criteria.
• In collaboration with the Finance team, review and assess the commercial and financial viability of projects in accordance with SUEZ investment requirements.
• Lead the full project development lifecycle, together with the Project Development team, from opportunity qualification through project award and financial close.
• Lead and coordinate BOT, PPP, DBO, concession, and long-term infrastructure project bidding activities across Asia.
• Actively contribute to the development of technical, operational, commercial, and contractual solutions that meet customer requirements and project objectives.
• Lead and manage pre-feasibility studies, feasibility studies, and tender submissions in collaboration with SUEZ Business Units and subject matter experts, external consultants, engineering firms, design offices, and strategic partners.
• Lead the structuring of the project, developing the contractual framework of the project with partners and customers (risk allocation, distribution of services), involved in structuring the project financing portion, participating in the negotiation and drafting of contractual documents (shareholder agreement, JV agreement, EPC contract, etc.).
• Perform strategic analysis: country and/or business analysis in relation to BUs and BAs, review and follow-up of the projects pipeline.

Requirements

• Min 10 years experiences in water & waste and/or infrastructure service projects such as Water Operations & Maintenance, Waste-to-energy, especially in the development phase of new projects / offers.
• Prior to relevant experience in MNCs is a big advantage.
• Experience with following O&M / BOT project proposals.
• Experience with working for projects in Southeast Asia and Asia region.
• Good knowledge of water / wastewater / WTE technologies is an advantage.
• A degree in Environmental Engineering or other related engineering degree is a plus.
• Good understanding of the different business models and legal frameworks of water / waste infrastructure projects (merchant, BOT, PPP, EPC, PPA, etc.).
• Willing to travel up to 40% around the Asia region or to other regions.
• Must be fluent in Mandarin and English, with the ability to negotiate, present, and engage with clients, partners, and stakeholders across Greater China and Asia.
• Hong Kong-based candidates are strongly preferred.
