The Ghana TVET Service (GTVETS) is responsible for the management and delivery of pre-tertiary TVET across Ghana, including institutional oversight, compliance, instructional delivery, facilitator capacity development, and management of facilities and equipment.
As the TVET system expands and responds to changing labour-market demands, GTVETS requires strengthened systems for performance monitoring, institutional accountability, asset and facility management, informal sector engagement, guidelines for formalization of extracurricular activities and continuous professional development (CPD).
The proposed technical assistance will strengthen these priority areas, with emphasis on practical systems, institutional capacity, evidence-based decision-making, and sustainable approaches that can be integrated into GTVETS’ existing structures. The support will contribute to improved institutional performance, quality instructional delivery, efficient resource management, and greater alignment of TVET with labour-market.
The objective of technical assistance (TA) is to deploy a 6-month Capacity Building program for GTVETS aimed at:

Proposals will be evaluated using Quality and Cost-Based Selection (QCBS) applying a 70:30 ratio (70% Technical, 30% Financial). The minimum technical passing score is 50 points out of 70 (70%).
The assignment will run for six (6) calendar months, with a cumulative level of effort of 30 person-days across all key experts, distributed over the contract period.
The Service Provider will report directly to the ACTIVATE Project Director and submit monthly progress reports. Payments will be disbursed in milestone tranches upon formal verification and sign-off of deliverables outlined in Section 4.1.
The Service Provider should propose a multidisciplinary team of 4–5 experts with complementary expertise and demonstrated experience relevant to the assignment:
