Organizational Context and Scope

IOM Ecuador is a key partner in supporting the Government of Ecuador and regional actors in addressing migration challenges and opportunities in the country. Under the overall supervision of the Head of Operations and the direct supervision of the National Officer Emergency and Humanitarian Assistance, the Project Associate will provide technical and operational support in the planning, analysis, implementation, monitoring, and evaluation of humanitarian and community preparedness and response activities at the national and local levels. The incumbent will contribute to strengthening governance, coordination, and capacities in humanitarian action, temporary shelter, disaster risk management, climate change, community-based planning and emergency response, in line with IOM’s mandate and procedures.

RESPONSIBILITIES

1. Assist in the implementation and monitoring of project activities including direct assistance, humanitarian action, climate change, community-based planning/area-based approaches, disaster risk management and other related activities.
2. Retrieve, compile, summarize, analyze, and present information/data on specific project topics such as direct assistance, humanitarian action, climate change, community-based planning/area-based approaches, disaster risk management and other related activities.
3. Monitor budget by verifying availability of funds, obtaining necessary approval and updating budget-related information.
4. Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
5. Draft status reports, identify shortfalls, bring them to the attention of the supervisor and suggest remedial actions to address delivery gaps.
6. Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentations and other forms of documentation.
7. Respond to information requests and inquiries, set up and maintain files/records, and organize meetings, workshops and training sessions in humanitarian action, climate change, community-based planning/area-based approaches, disaster risk management and other related activities.
8. Participate in meetings and conferences to assist in coordinating implementation activities with local authorities, partners, United Nation (UN) agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
9. Assist in monitoring work of Implementing Partners (IP) and report non-compliances to the supervisor.
10. Provides guidance/training to new/junior staff, as required.
11. Perform such other relevant duties as may be assigned.

QUALIFICATIONS

Required Qualifications and Experience

Education

• Bachelor’s degree in Social Sciences, Political Science, International Relations, Sustainable Local Development, Risk Management or a related field from an accredited academic institution with three years of relevant professional experience; or,
• High School diploma with five years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

• Experience in humanitarian preparedness, response, disaster risk management, and/or community based-planning/area-based approaches;
• Experience supporting project implementation and coordination in humanitarian or emergency response contexts; and
• Experience working with UN agencies, government institutions, or international organizations is an advantage.

Skills

• Proficiency in standard IT applications, including Word, Excel, PowerPoint, and internet-based tools, with the ability to prepare reports, presentations, and consolidate project information;
• Strong interpersonal and communication skills, with the ability to coordinate effectively with colleagues, counterparts, and implementing partners;
• Knowledge of administrative, financial, and logistical procedures supporting project implementation;
• Ability to collect, organize and analyse project data and information; and
• General understanding of IOM’s mandate in humanitarian preparedness and response, recovery, and migration, as well as relevant UN system standards and procedures for project implementation.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in Spanish is required (oral and written).

Desirable

Working knowledge of English and another official UN language (Arabic, Chinese, French, Russian, and Spanish).
