The Ministry of Treasury Board and Finance (TBF) is tasked with high-profile and highly impactful work that reaches across all ministries and numerous provincial agencies, and which impacts all Albertans. The Economics and Fiscal Policy Division plays an integral role in the development of Alberta’s economic and fiscal strategies and is responsible for the development, interpretation, and analysis of economic, fiscal, and statistical data to support policy development and decision-making. The position will work in the Policy and Strategic Supports branch.

The Policy and Strategic Supports branch provides policy advice and analysis on a broad range of fiscal issues, often leading and participating in high-profile cross-ministry special projects. The team monitors and analyzes fiscal developments and trends across Canadian jurisdictions, including relevant policy developments with significant longer-term fiscal implications for the province. The branch is also responsible for providing expert analysis and advice on federal-provincial and interprovincial fiscal issues and negotiations.

Role Responsibilities

We are seeking to fill a dynamic position – Senior Intergovernmental Analyst – to spearhead our strategic initiatives. Working in a collaborative, small team, as Senior Intergovernmental Analyst, you will provide strategic analysis and expert advice on major federal-provincial fiscal transfers, contribute to high-profile fiscal policy initiatives, influence major policy shifts, conduct research and analysis on complex issues, and provide strategic insights and recommendations that support Alberta's fiscal objectives and economic growth priorities.

Responsibilities include, but are not limited to:

• Provide strategic policy analysis, information, and support across all major federal-provincial transfer payments, including on terms and conditions associated with these programs.
• Develop and implement strategies to advocate for Alberta’s interests in federal-provincial fiscal arrangements and broader economic policy.
• Contribute to major initiatives in intergovernmental relations, including drafting policy briefs and position papers, organizing major events, and developing partnerships with other institutions.
• Provide technical analysis and support to a broad range of cross-ministry initiatives that have fiscal implications for the province.
• Monitor and analyze fiscal developments of the federal government and other provinces, and provide advice on potential spillovers to Alberta.
• Support the development of budget chapters and fiscal updates, including the revenue forecast for major federal transfers (e.g., Canada Health Transfer, Canada Social Transfer).
• Conduct technical analysis to assess federal transfer programs and evaluate the fiscal impacts, risks, and trade-offs of proposed changes.

Qualifications

University graduation in economics, public policy, political science, or another related social science discipline, including training in economics, statistics, and research methods, along with four years of progressively responsible related experience, preferably in economic analysis or policy development. A master’s degree in economics is preferred.

Equivalency: Directly related education or experience considered on the basis of:

• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education.

Required:

• Demonstrated experience developing and adapting policy, scenarios, and forecasting models.
• Demonstrated knowledge of the interactions between economic, policy, and fiscal variables and outcomes.

Assets:

• Experience leading or supporting groups, projects, and initiatives.
• Experience communicating complex technical information to diverse audiences.
• Experience in analyzing or providing advice on intergovernmental fiscal transfers in Canada.

Notes

This is a permanent full-time position working 36.25 hours per week, Monday to Friday (In-office). Location is downtown Edmonton. Candidates selected for interviews may be asked to complete a written exercise as part of the assessment process. Final candidates will be required to undergo a criminal records check (CRC).
