Role Responsibilities

The Senior Treasury Analyst plays a key role within the Treasury Risk Management (TRM) department, reporting to the Senior Manager, Credit and Analysis, supporting the execution of the Province's capital markets, debt management, credit analysis and investment activities. The position provides advanced analytical, technical and operational expertise to support informed decision-making, financial risk management and the achievement of strategic treasury objectives.

The Senior Treasury Analyst is responsible for conducting credit analysis, debt and derivative analytics, investment portfolio monitoring, and financial modeling to support the Province's borrowing and investment programs. The role prepares analysis, projections, reports, and recommendations for senior management and stakeholders, while contributing to business planning initiatives, policy development and continuous improvement within the TRM group. The incumbent develops and maintains regulatory disclosures, prospectuses, legal filings, internal policies and investor relations materials, ensuring compliance with regulatory requirements and alignment with strategic objectives.

Job responsibilities include but are not limited to:

• Conduct credit analysis and ongoing monitoring of debt and investment portfolios, identifying emerging risks and opportunities.
• Research, evaluate, and provide recommendations regarding investment and borrowing activities to support Capital Markets decision-making.
• Assist in the assessment of credit applications from Crown corporations, agencies, and municipalities in accordance with the Financial Administration Act (FAA).
• Perform advanced system administration and super-user functions within FIS Quantum and integrated treasury platforms.
• Support the implementation, testing, configuration and maintenance of treasury system functionality and integration points.
• Utilize programming languages and analytical tools including R, SQL, SAS Viya, VBA, XML and related technologies to automate business processes.
• Prepare public-facing and internal reports relating to debt, investment, derivative and treasury activities.

Qualifications

Required:

University graduation in a related field plus four years related experience.

Equivalencies:

An equivalent combination of education and experience which includes as a minimum, completion of a recognized applied degree or diploma program in a related field.

Assets:

CFA Charter holder will be preferred asset, but we will consider equivalent accreditations like FRM, MBA Finance or CPA. Work experience in a government, banking or corporate Treasury environment for a minimum of 4 years. Availability to work early mornings and occasionally during foreign market hours to support the Capital Markets trading desk. Knowledge of Canadian capital market regulations, which includes familiarity with related financial program documentation and disclosures. Knowledge of credit, debt and investment financial analysis and modeling, with an understanding of current economic and financial markets and products. FIS Quantum, Excel, Access, Bloomberg and FinCAD skills are needed for the day-to-day operation of financial systems/models and provide potential fixes to coding of existing internal and external programs/models or provide workarounds. Programming and data analysis tools (e.g., R, SQL, VBA or equivalents), with the ability to learn and apply new languages as needed. An understanding of provincial government financial responsibilities, reporting requirements and legislative standards.
