The Ministry of Energy and Minerals is responsible for sustaining the interests of Albertans through the stewardship and responsible development of energy and mineral resource systems.

The Ministry Services Division provides enterprise-wide support services for the Department of Energy and Minerals and ensures alignment with and adherence to related Government of Alberta policies.

Professional & Program Services (PPS) is a team of engineers, geologists, technologists, and program specialists, who provide expertise and support on issues and programs related to mineral resources, resource access, and environmental policy to Alberta Energy and Minerals (the Department), as well as other departments, other levels of governments, and external stakeholders.

Resource Mapping and Analysis (RMA) provides critical support to Tenure and Royalty Operations, Policy Development, and the management and administration of Crown-owned mineral rights by ensuring that Crown mineral ownership and mineral restriction databases used to assess mineral rights availability are strategically and integrally managed. RMA provides research, advanced geospatial analysis, data, and mapping products along with mineral rights expertise to support the decisions of the Department, other Government of Alberta ministries, and external clients.

Role Responsibilities

The RMA team is seeking an experienced intermediate GIS Specialist who is naturally curious, approachable and eager to collaborate across the organization.

In this role, you will develop, enhance and maintain a variety of online Esri-based web maps and applications that support business operations and decision-making. As a key team member, supported by knowledgeable mentors and leaders, you will help transform operational and policy business needs into practical interactive GIS solutions. Beyond delivering applications, you will proactively build relationships with internal clients, explore emerging opportunities and anticipate future needs to develop innovative mapping and data visualization tools.

• Help shape the future of departmental GIS services by contributing to the replacement or modernization of legacy viewers.
• Partner with business owners, leadership, and technology teams to define requirements and turn business needs into practical GIS solutions to advance departmental and organizational priorities.
• Configure, test, implement, and document enterprise GIS applications, data, and services to ensure successful delivery.
• Develop and maintain digital content (SharePoint, Portal) that makes geospatial products, data, services, and guidance easy to find and use.
• Publish and manage geospatial services within enterprise environments while supporting accessibility, security, privacy, and information management standards.
• Steward geospatial data and ensure it remains accurate, reliable, and accessible for business use.
• Troubleshoot issues, provide project support and responsive client service to stakeholders across the organization.
• Under the guidance of senior team members, gather requirements and business needs, research, present processes, results, and innovations that align with client expectations.
• Using your experience with online mapping applications, mentor colleagues share technical knowledge and contribute to a culture of collaboration, innovation and continuous improvement.

What you bring to the team:

• You are skilled in using, creating and maintaining a variety of web maps and online applications with Esri software, including Esri Experience Builder or ArcGIS Online.
• Eager to learn about our business, priorities of our department and are comfortable asking questions, as well as sharing your own experience through peer mentorships.
• Robust research, technical and analytical skills, passionate about problem-solving and developing innovative solutions to better support business operations and strategic policy.

Qualifications

Required:

• Two-year technical diploma in a related field (e.g. GIS, Physical Geography, Cartography, Earth Sciences, etc.) plus 4 years related experience; or equivalent as described below.

Equivalency:

• Directly related education or experience considered on the basis of:
• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education.

The position requires in-depth knowledge, skills and experience in the following:

• Experience developing, deploying, and supporting Esri web applications (Experience Builder, Dashboards, Instant Apps, Story Maps) in enterprise environments.
• Skilled in managing online GIS content, web services, application configuration, testing, deployment, and lifecycle support.
• Experience gathering business requirements and translating workflows into effective geospatial and web-based solutions.
• Proficient in geospatial data creation, integration, publishing, catalog management, and data governance using ArcGIS Pro, ArcGIS Enterprise, and Microsoft 365/SharePoint.
• Strong analytical, cartographic, troubleshooting, and communication skills with the ability to resolve complex mapping, data, and service issues.

The following are considered assets for the position:

• Web development experience (HTML, CSS, JavaScript).
• Knowledge of relevant legislation, regulations and policies affecting mineral availability and ownership (e.g., Mines and Minerals Act; Land Titles Act, Public Lands Act, Environmental Protection and Enhancement Act; Parks Act; Surface Rights Act).
• Land conveyance principles, land tenure and mineral ownership in Alberta.
• Familiarity with the third system of surveys and previous survey systems (e.g. settlements, river lots etc.) used in Alberta.
• Understanding of departmental information systems, databases, Alberta Geospatial Services.
• Experience with online legal and technical document resources such as Service Alberta SPIN2 and Canada Lands Survey Records.
