Koniag Technology Solutions, Inc a Koniag Government Services company, is seeking a Technical Program Manager with a Secret security clearance to support KTS and our government customer in Washington, DC. The position is onsite with possibly hybrid availability. This position is for a Future New Business Opportunity.

Koniag Government Services is seeking an experienced Technical Program Manager with a deep understanding of cloud solutions to join our team. The ideal candidate is a dynamic leader with a proven track record of managing large, complex programs and driving cross-functional teams to deliver results. The successful candidate will bring deep technical expertise in cloud platforms such as Azure, AWS, and/or GCP, combined with strong program management skills to oversee the planning, execution, and delivery of enterprise-scale initiatives. The ability to obtain or maintain an active Secret clearance is required to support our government customer.

The Technical Program Manager will serve as a key leader responsible for driving the successful delivery of large-scale cloud-based programs and initiatives. The ideal candidate will bridge the gap between technical teams and business stakeholders, ensuring alignment of program goals with organizational objectives.

Principal responsibilities will include but are not limited to:

• Lead end-to-end program management for large, complex cloud-based technology programs across Azure, AWS, and/or GCP environments.
• Define program scope, goals, deliverables, timelines, and budgets in collaboration with stakeholders and technical teams.
• Develop and maintain comprehensive program plans, schedules, risk registers, and status reports.
• Serve as the primary point of contact and escalation for program-related issues, risks, and decisions.
• Coordinate and align efforts across multiple cross-functional teams, including engineers, architects, security professionals, and business stakeholders.
• Facilitate Agile ceremonies including sprint planning, stand-ups, retrospectives, and program increment planning.
• Monitor program health and key performance indicators (KPIs), proactively identifying and mitigating risks and blockers.
• Communicate program status, milestones, and outcomes clearly and effectively to executive leadership and government stakeholders.
• Drive cloud adoption, migration, and modernization initiatives in alignment with customer requirements and industry best practices.
• Collaborate with cloud architects and engineers to ensure technical solutions align with program objectives and compliance requirements.
• Manage vendor and subcontractor relationships as needed to support program delivery.
• Ensure adherence to organizational and government policies, processes, and compliance standards throughout the program lifecycle.

Required Education and Experience:

• Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field from an accredited college or university.
• 10+ years of experience in program or project management, with at least 5 years managing large-scale technical programs.
• Demonstrated experience managing programs involving cloud platforms (Azure, AWS, and/or GCP).
• Proven experience leading cross-functional teams of 20 or more personnel across multiple workstreams.
• Active Secret clearance or higher (Top Secret preferred).

Required Skills and Competencies:

• Exceptional communication skills in English – both written and oral – with the ability to communicate effectively with technical, non-technical, and executive-level stakeholders.
• Deep technical understanding of cloud platforms, including one or more of the following: Microsoft Azure, Amazon Web Services (AWS), and/or Google Cloud Platform (GCP).
• Strong knowledge of cloud architecture concepts including IaaS, PaaS, SaaS, cloud security, and cloud migration strategies.
• Proven ability to manage large, complex programs with multiple interdependent workstreams and delivery teams.
• Experience developing and maintaining program artifacts including project plans, risk registers, RAID logs, and executive status reports.
• Proficiency with program and project management tools such as Jira, Microsoft Project, Smartsheet, or equivalent.
• Strong understanding of Agile methodologies, including Scrum and SAFe (Scaled Agile Framework).
• Ability to manage budgets, resource allocation, and cost tracking across large programs.
• Experience identifying, assessing, and mitigating program risks and issues.
• Ability to foster collaboration and build strong relationships across diverse, geographically distributed teams.

Desired Skills and Competencies:

• Experience working in a federal government IT environment.
• Project Management Professional (PMP) certification.
• SAFe Program Consultant (SPC) or SAFe Agilist (SA) certification.
• Cloud certifications in one or more platforms, such as:
• Microsoft Certified: Azure Solutions Architect Expert
• AWS Certified Solutions Architect
• Google Cloud Professional Cloud Architect
• Experience with DevSecOps practices and CI/CD pipeline management in cloud environments.
• Familiarity with FedRAMP, NIST, and other federal compliance frameworks.
• ITIL Foundation certification or equivalent service management experience.
• Experience with cloud cost optimization strategies and FinOps principles.
