Job Description

The role will provide a particular focus on HSE within CDM assurance of the Principal Designer and designer arrangements under the Construction (Design and Management) Regulations 2015, including the management and communication of design risk and the development, quality and completeness of the Health & Safety File.

A key purpose of the role is to establish and maintain a robust, systematic and risk-based Client assurance approach to Principal Designer activities, with a particular focus on effective design risk management and the progressive development and maintenance of the Health & Safety File throughout construction, commissioning and handover.

The role will also support the Client in fulfilling its wider duties under CDM 2015, including providing assurance over Client, Principal Designer and Principal Contractor arrangements and appointments, organisational capability, pre-construction information, and effective cooperation, communication and coordination between all duty holders. Stakeholder management is of utmost importance for this role and the ability to adapt yourself to clients and different teams is key!

The candidate will be responsible for undertaking both management-system assurance and practical, field-based health and safety inspections across the main HPC construction site, as well as a broad range of associated developments and off-site activities.

The role will operate across the main HPC site and a range of off-site locations, including warehouses, offices, park-and-ride facilities, compounds, substations and other associated infrastructure and construction projects.

Key Responsibilities:

• Lead risk-based Client assurance of Principal Designer and designer arrangements, focusing on CDM 2015 compliance, design risk management and effective coordination.
• Assure the quality and progressive development of the Health & Safety File through construction, commissioning and handover.
• Support the Head of Health & Safety (Client) in assuring the Client’s CDM 2015 duties, including appointments, organisational capability, pre-construction information and duty-holder performance.
• Plan and undertake audits, reviews and field-based inspections across the main HPC site and associated off-site activities, assessing both management arrangements and their implementation at the point of work.
• Build effective relationships and provide constructive professional challenge to the Client, Principal Designer, Principal Contractor, designers, project managers and Contract Partners, escalating significant issues where appropriate.
• Use assurance findings, performance information and lessons learned to drive continuous improvement and align assurance activity with the Project risk profile.
• As part of the Client Health & Safety team, report to the Head of Health & Safety (Client) and provide professional leadership, technical advice and influence across multiple projects and organisations, without direct line-management responsibility.

Qualifications

• NEBOSH National Diploma in Occupational Health and Safety or equivalent Level 6 health and safety qualification, with appropriate IOSH membership; Chartered status or progression towards Chartered status desirable.
• Relevant health and safety experience within construction, engineering, infrastructure or a comparable project environment.
• Strong knowledge and practical application of the Construction (Design and Management) Regulations 2015 (CDM 2015), including Client, Principal Designer and designer duties.
• Demonstrable experience of working within, alongside or providing assurance of a Principal Designer function, with a sound understanding of design risk management throughout the project lifecycle.
• Experience of health and safety audits, inspections, reviews and assurance, with the ability to assess management arrangements and their implementation in the field.
• Practical construction health and safety experience, including contractor management, engagement and assurance.
• Ability to interpret legislation, standards and procedures and assess their effective application in practice.
