About the Role

You will be embedded within a high-impact digitalization program, collaborating with a multidisciplinary team to deliver projects that shape the future of public services. Our client is on a mission to modernize and streamline the management of urban planning and environmental permits. As a Project Manager, you will be instrumental in orchestrating complex digital projects from conception to operational delivery. Your leadership will ensure that critical digital solutions are delivered efficiently, meeting the needs of both internal stakeholders and the broader community. The stakes are high: your work will directly impact the efficiency, transparency, and accessibility of essential public services.

Key Responsibilities

• Lead multiple digitalization projects simultaneously, from pre-study to operational handover.
• Coordinate pre-analysis phases: scope estimation, technology assessment, resource and budget planning.
• Identify and engage service providers, key contacts, and subject matter experts.
• Define project charters and establish robust project organizations.
• Conduct internal and external project kick-offs to align on objectives and context.
• Develop and maintain project plans with a focus on agile, value-driven delivery (Scrum Master certification is a plus).
• Assemble and energize project teams, acting as the driving force behind delivery.
• Serve as the single point of contact for business stakeholders.
• Monitor project progress: manage planning, budgets, scope, and risks; handle change management.
• Unite and motivate all contributors across business and technical domains.
• Provide hands-on support during critical project phases, especially under tight deadlines or high workloads.
• Oversee implementation, testing, and training activities.
• Ensure successful production deployment, MVP acceptance, and final project closure.
• Deliver clear, ad-hoc reporting to various stakeholders.
• Foster a culture of knowledge sharing and continuous improvement within the team.

Technical Skills & Experience

• Senior-level expertise in business project management, with a proven ability to share knowledge and mentor others.
• Strong capability to simplify and communicate complex technical concepts to diverse audiences.
• Advanced negotiation and stakeholder management skills.
• Demonstrated experience in IT project management, including resource management and mastery of project management tools.
• Familiarity with back-office systems such as Gesper, Twice, Notice, Imio, and Civadis is a plus.
• Hands-on experience with Agile methodologies; Scrum Master certification is advantageous.

Other Requirements

This is a freelance position with a project duration of 2 months, based in Belgium with partial remote flexibility. Availability to work on-site as required by project phases. Eligibility to work in Belgium.
