The Orange County Transportation Authority (OCTA) is the primary transportation agency serving Orange County, California, operating within the transportation, trucking, and railroad industry. Formed in 1991 through the consolidation of seven separate transportation agencies, OCTA is governed by a 17-member Board of Directors, with the Caltrans District Director serving as an 18th, ex-officio member. The agency oversees a broad range of services, including bus transit, Metrolink rail service, and the 91 Express Lanes toll facility, as well as funding for freeway improvements and grants for street and road upgrades. OCTA also supports vanpool subsidies and rideshare options to promote alternative commuting solutions.
